Asian Development Fund IX

In May 2004, twenty-eight donor members of ADB agreed on a US$7 billion total replenishment of the Asian Development Fund (ADF), of which $3.2 billion represent new contributions.

ADF IX covers the four-year period from 2005 to 2008. The replenishment amount is significantly higher than the $5.65 billion agreed at the conclusion of ADF VIII covering the period 2001 to 2004.

The ADF IX replenishment saw the introduction of grants to take into account the burden of development finance in the poorest countries, as well as assist countries in transition from post-conflict situations to peace and stability, combat HIV/AIDS and other communicable diseases, and support capacity building. Grants may comprise up to 21% of total ADF IX operations.

Donors stressed the importance of improving development effectiveness of ADF IX operations through careful attention to results at the sector, country, and regional levels.
