Halady Satish Rao is the Director General of the Operations Evaluation Department of Asian Development Bank. He assumed the position on 7 April 2008 for a fixed non-renewable term of three years.

Mr. Rao reports directly to the Development Effectiveness Committee of ADB’s Board of Directors. He is responsible for the evaluation of the performance of completed projects, programs and technical assistance (TA), ADB’s ongoing project portfolio, broader thematic issues, and of the effectiveness of ADB’s operational policies, practices, and procedures at the country and sector level.

Prior to this assignment, Mr. Rao was the Director General of ADB’s East Asia Department. He was responsible for implementing ADB’s strategic agenda, establishing and maintaining relationships on matters concerning ADB operations in People’s Republic of China and Mongolia with other development partners.

Mr. Rao has been with ADB since 1984 where he had been involved in various areas of investment and policy-based lending operations, as well as financial sector, private sector, strategy and policy, energy, and transport divisions.

Prior to ADB, Mr. Rao worked in Industrial Credit and Investment Corporation of India between 1977 and 1984, involved in project lending and merchant banking for private sector companies. He also worked in the Planning Commission of India, appraising and analyzing the social cost benefits of public sector industry and energy projects. Before that, he worked as Industrial Engineer since 1970 in a leading private cement company in India.

An Indian national with more than 35 years of professional experience, Mr. Rao has a Master of Business Administration degree from the Indian Institute of Management, Kolkota, and a Bachelor of Technology degree in Electrical Engineering from the Indian Institute of Technology, Kharagpur.
