Participants' Handbook


Venue of the Meeting

The Thirty-Fourth Annual Meeting of the Board of Governors of the Asian Development Bank (ADB) is being held in Honolulu, Hawaii from 9 to 11 May 2001.

The Opening Session is in the Ballroom of the Hawaii Convention Center (HCC) at 10:30 a.m. on Wednesday, 9 May, preceded by an Opening Event starting at 10:00 a.m. Business Sessions are also in the Ballroom of HCC beginning at 9:30 a.m. and 2:30 p.m. on Thursday, 10 May, and 9:30 a.m. on Friday, 11 May. The Meeting closes at about 11:30 a.m. on Friday, 11 May.

Seminars

The program for seminars is available at the Documents Distribution Center on Level 3. Accredited participants to the Annual Meeting are eligible to attend all seminars. Those who wish to attend seminars but are not accredited Annual Meeting participants were required to register in advance online at http://www.adb2001.org/ (closing date for registration was 6 April 2001). Having registered in advance, they should complete the registration procedure in person at the Seminar Registration Desk in the Ala Moana Hotel. Seminar-Only Registrants must establish their identity by means of a passport or, for citizens and legal permanent residents of the US, a state-issued photographic identification. Directory

The Directory (issued separately and available at the Documents Distribution Center) includes a list of telephone and room numbers of offices and Meeting services and of the hotels where delegations are staying in Honolulu.

Secretariat

The main office of the ADB Secretariat is located in Room 306B, Level 3 of HCC. The office of the US/Hawaii Secretariat is located in Room 324, Level 3 of HCC.

Registration

Registration for official delegations, observers, guests, media and visitors--NGOs is in the Carnation Room of the Ala Moana Hotel. Advance registration is mandatory. All participants are requested to register as soon as possible after arriving in Honolulu and pick up their lapel badges.

Unless the Secretary is advised otherwise in writing, the name and position of all registered participants will be disclosed through conference documentation (e.g., lists of participants) for purposes of organization of the Meeting and to other organizations for the purpose of issuing invitations to functions related to the Meeting.

The Registration Desks are open at the following times:

Monday, 7 May 8:00 a.m. to 5:00 p.m.
Tuesday, 8 May 7:00 a.m. to 7:30 p.m.
Wednesday, 9 May 7:00 a.m. to 5:30 p.m.
Thursday, 10 May 7:30 a.m. to 5:00 p.m.
Friday, 11 May 8:00 a.m. to 11:00 a.m.

Lapel badges, which include a photograph, are issued on registration. Each participant (and accompanying person) must therefore register in person and should present his or her passport or other acceptable photographic proof of identity at that time. The lapel badges are not transferable. Participants and those accompanying should have their lapel badges with them at all times and are required to display them for admittance to all official events, including sessions of the Board of Governors, all seminars and all official social events. Use of the badge by anyone other than the individual identified on the badge will cause the badge to be voided. A lost or misplaced badge must be reported immediately by the badge holder, in person, to the Registration Desk in the Carnation Room of the Ala Moana Hotel.

Opening Session

The Opening Session commences at 10:30 a.m. on Wednesday, 9 May in the Ballroom of the Hawaii Convention Center. The Session will be preceded by a cultural presentation starting at 10:00 a.m. presented by US/Hawaii host committee and produced by the Native Hawaiian Hospitality Association.

Participants are requested to be seated by 9:45 a.m. and are requested to arrive at the HCC sufficiently early to allow time for compliance with admission procedures. Briefcases, cameras and cellphones are not permitted in the Ballroom of HCC during the Opening Session.

Separate seating areas have been provided for Governors/Heads of Delegations; Alternate Governors; Advisers; Observers; Local Dignitaries; members of the Diplomatic and Consular Corps; Guests; Visitors; and Media.

Business Sessions

The Business Sessions are held in the Ballroom B of HCC on 10 and 11 May. The Meeting closes at about 11:30 a.m. on Friday, 11 May.

Governors have been allocated seats at the conference table in alphabetical order of delegation. There is a row of seats immediately behind the Governors for Alternates and additional rows of seats for other delegation members. Separate seating areas have also been allocated for Observers, Guests, Visitors, the Media and ADB’s Board of Directors and Senior Staff.

Governors' Statements

To ensure timely distribution of Governors’ statements, arrangements for printing should be made with the Documents Control Office, Room 308A, Level 3 of HCC, well in advance of their spoken delivery. The text should be prepared using Microsoft Word for Windows, Version 7.0, word processing software. A copy of the diskette containing the statement should be submitted with the hard copy. As in the past, Governors will be able to circulate at the Meeting site, for inclusion in the Summary of Proceedings, longer texts than those delivered during the Session. Alternatively, the entire text may be circulated without delivery during the Session. Given the limited time available during the Business Sessions and the large number of Governors wishing to speak, Governors delivering oral statements are requested to limit themselves to five minutes, after which they will be given a one-minute grace period to conclude their statements.

Speaking Time Control

A control system will electronically monitor the speaking time of each Governor. Under this system, an indicator lamp with three colors (green, yellow and red) will be located in the center of the hollow table arrangement. The green light indicates the prescribed five minutes of speaking time, the yellow light for the one-minute grace period, and the red light that the delegate has exceeded the speaking time.

Simultaneous Interpretation

Simultaneous interpretation facilities are available. In accordance with Article 39 of the ADB’s Charter, the proceedings of the Meeting are conducted in English. While Governors are expected to deliver their statements in English, those who prefer to deliver statements in other languages and those desiring simultaneous interpretation of other Governors’ statements into languages other than English, are requested to provide their own interpreters and to make suitable prior arrangements with the Secretary.

Translation

Likewise, Governors intending to deliver statements in languages other than English are requested to provide English translations to the Secretary, for circulation at the Meeting. Printed copies of the statements will be available in the Documents Distribution Center and the Media Center following the session at which they are delivered. All statements will be reproduced in the Summary of Proceedings of the Meeting.

Documents Distribution Center

The Documents Distribution Center is located in the Grand Concourse on Level 3 of the Hawaii Convention Center.

One distribution box is provided for each Member and Observer delegation. The business documents for the Meeting will be placed in the boxes for collection by delegation representatives. Delegates or their representatives should check the contents of the boxes several times each day.

The distribution boxes are reserved exclusively for official documents of the Meeting and for invitations and communications addressed personally to delegation members. Copies of Governors’ statements will also be available from the tables at the Documents Distribution Center.

Publications Display and ADB Souvenir Items

Selected ADB publications are on display on the publications table located in the Grand Concourse, Level 3 of HCC. A form for placing orders for these publications, including priced ADB publications, is also available.

ADB documents and videos as well as ADB souvenirs (coffee mugs, bags, ballpens, keyholders, etc.) are also available for sale and distribution at the Publications area. Also available are brochures, publications catalogs, annual reports, lists of staff names and numbers, copies of external newspapers and magazines and NGO publications.

Media Center

The Media Center is located in Kamehameha I, Level 1 of HCC.

Special arrangements are being made for media coverage of the Opening Session and the Business Sessions and selected other events. Press conferences will be held in Room 314, Level 3 of HCC.

Meeting Rooms

Meeting rooms are available for use by delegates and may be booked through the ADB Secretariat located in Room 306B, Level 3 of HCC (see Directory). Early advice of seating and other requirements would be appreciated.

Hotel Accommodation

Changes in hotel reservations for Delegates, Observers, Guests, Visitors and Media made through the ADB Housing Bureau should advise of changes in their hotel reservations directly with the hotels concerned or with the Hotel Accommodation Desk located in Kamehameha I of HCC.

Payment of Hotel Accounts

Before departure from Honolulu, participants are expected to make direct settlement with the hotels for all accounts, including room charges and, where appropriate, office space, telephone installations, local and long distance calls, laundry and valet, telex, cable and facsimile, restaurant, bar and room service charges. Participants are also required to pay charges in respect of rooms remaining vacant due to late arrival or early departure, or changes in travel arrangements of which inadequate notice has been given.

Governors' Cars

The State of Hawaii is providing a chauffeur-driven car for the official use of the Governor/Head of Delegation within city limits. The car is available for the Governor/Head of Delegation upon arrival (but not earlier than Sunday, 6 May) and until departure from Honolulu (or Saturday, 12 May, whichever is earlier).

Inquiries concerning cars of Governors/Heads of Delegations may be made at the Transport Desk in Room 341E, Level 3 of HCC >. The Desk is open from 7:00 a.m. to 6:30 p.m. from 6 to 11 May.

Transport

Transport to and from the Airport is provided for other members of the Delegations, together with members of Observer delegations, both on arrival and departure, respectively. Metered taxis are readily available in Honolulu.

Shuttle Bus Services

Shuttle bus services operate between the HCC and most hotels where participants are staying, and for official events and official social events from Monday, 7 May to Friday, 11 May.

As traffic is expected to be heavy and parking limited in the vicinity of the Hawaii Convention Center and Meeting venues, participants are strongly recommended to use the shuttle buses to attend official social events.

An ADB Information Desk is available at the arrivals level of the Airport from 5 May to 10 May.

For shuttle bus schedules, inquiries may be made at the Transport Desk located in Room 341E, Level 3 of HCC.

Car Rental

In Hawaii, chauffeur-driven and self-drive rental cars may be hired. To hire a self-drive rental car, a driver must be over 21 years old and have:

  1. a valid driver’s license held for at least one year and in Roman characters only; and
  2. an acceptable international credit card.

Those intending to hire self-drive rental cars are asked to contact Hertz directly at the following numbers:

To avail of the 10 percent discount off published rates or any special rate, whichever is lower, the commercial discount number (CDP) 1274576 should be given in renting cars from Hertz.

Parking and Paging Arrangement at HCC

Parking within HCC is provided for the official cars of Governors/Heads of Delegations only. However, because of strict security measures, others will be dropped off at the HCC and vehicles must be parked in a designated area a short distance from the HCC. Drivers should be equipped with cellular phones so that they can be summoned to return to the HCC when needed.

Further details about the Accompanying Persons Program are available from the Social Events and Accompanying Persons Program Desk located in Kamehameha I, Level 1 of HCC which is open daily from Monday, 7 May to Friday, 11 May. The Desk also provides information on post-conference tours and activities for spouses, as well as assistance with shopping and sightseeing.

Invitations for Social Events

Information regarding official social events appears in the Program of Official Events at the front of this booklet. Invitations are distributed at the time of registration. Invitations must be presented at official social events when indicated on the invitations, without which admittance may be denied.

When a reply is requested, participants should respond as indicated on the invitation at their earliest convenience to ensure that adequate arrangements for transportation and seating can be made. This applies also to invitations to the Accompanying Persons Program, places for which are by reservation on a first-come-first-served basis.

Inquiries about official social events may be made at the Social Events and Accompanying Persons Program Desk located in Kamehameha I, Level 1 of HCC.

Information Desk

Inquiries concerning the Annual Meeting may be made at the Information Desk located in the Kamehameha I on Level 1 of HCC. The Desk is open from 8:00 a.m. to 6:30 p.m. daily from Monday, 7 May to Friday, 11 May.

Travel Desk

The Travel Desk located in Kamehameha I, Level 1 of HCC is open daily from Monday, 7 May up to Friday, 11 May to assist participants in the reconfirmation of tickets and flight reservations, in booking post-Meeting tours in Honolulu and to provide sightseeing information in Honolulu.

Currency Exchange

Most currencies and travelers checks may be exchanged easily at commercial banks, hotels and the Honolulu International Airport.

No commercial bank operates at the Hawaii Convention Center. The nearest currency exchange to the Hawaii Convention Center is the Thomas Cook Currency Service conveniently located at the nearby Ala Moana Shopping Center.

Major international credit cards are honored in most hotels, restaurants, shops, and department stores.

Import and Export of Currency

There is no restriction on the amount of foreign currency and US dollars that may be brought into or taken out of Honolulu. However, any amount over $10,000 has to be declared. It could be any combination of currency over US$10,000.

Mail

Personal mail and fax messages for delegates should normally be addressed to their hotels. In case of emergency, every effort will be made to transmit to delegates urgent communications received by the ADB Secretariat to the delegates concerned.

The Hawaii Convention Center will not accept parcels addressed to participants at the Meeting. These should be addressed to hotels, not to the Hawaii Convention Center.

A post office is located in HCC.

For calls outside Honolulu (including overseas), participants are advised to use the phones in the Communications Center located in Kamehameha I of HCC.

Cellular Telephones--Rental

Rental of cellular telephones is in the Communications Center located in Kamehameha I of HCC.

Communications Center

Local and international direct dial telephones and facsimile services are available in the Communications Center located I Kamehameha I of HCC. Payment must be made in cash (in US Dollars) at the time the service is provided. Phone cards may be purchased for use on all public phones. The Communications Center is open daily from 7:00 a.m. to 5:00 p.m. from Monday, 7 May to Friday, 11 May.

Direct dialing of telephone, telefax and telex connections are available to most international destinations.

First Aid Center

First Aid Center is located on Level 1 of HCC and open daily from 8:00 a.m. to 5:00 p.m. from Monday, 7 May to Friday, 11 May (tel. ext. 8885).

An emergency ambulance service with medical staff is on call.

Most major hotels also have their own medical unit and a list of physicians who can be contacted.

Smoking

Smoking is not allowed in the meeting areas of the Hawaii Convention Center.

Security

Special security measures are in operation during the period of the Meeting in the Hawaii Convention Center and at all other venues for official events. Briefcases, handbags, cameras, cellphones, etc. must be presented for inspection when requested by the security officers on entering the Hawaii Convention Center and at venues for social events, meeting rooms and any other restricted areas.

Individual meeting badges are not transferable. The unauthorized use of a badge by anyone other than the individual identified on the badge is cause for the badge to be voided. A lost or misplaced badge must be reported immediately by the badge holder, in person, to the Registration Desks in the Carnation Room of the Ala Moana Hotel. All other security-related matters should be reported to the Help Desk (tel. ext. 8886) of HCC.

A Lost and Found Service is available at the Information Desk on Level 1 of HCC (tel. ext. 8890).

Electric Current

The power supply in Honolulu is 120 volts AC, 60 Hertz.

Gratuities

It is customary to tip porters, waiters, hotel personnel, and taxi drivers who have given good personal service. A 15 percent tip is expected in restaurants.

Business and Shopping Hours

Offices and businesses are generally open from 8:30 a.m. to 3:00 p.m., Monday to Friday. Shops are generally open from 9:30 a.m. to 9:00 p.m. daily from Monday to Saturday and 10:00 a.m. to 7:00 p.m. on Sunday.
