What is Pro-Poor Growth?

There is wide recognition that "trickle-down" development is insufficient to reduce poverty quickly. Governments and international financial organizations have adopted pro-poor growth to accelerate poverty reduction. But what does this mean? How can pro-poor growth be promoted? What are the roles of government, private sector, civil society, and international financial institutions?
