Action for Economic Reforms (AER)
DescriptionAction for Economic Reforms is an independent policy analysis and advocacy organization focusing on economic and governance issues.
ActivitiesOn 2 July 2001, AER and Columbia University’s Initiative for Policy Dialogue hosted a policy forum in Manila to evaluate policy challenges facing the new Arroyo administration, propose policy alternatives, and establish a diverse public dialogue on the issues. The forum included perspectives from a wide array of stakeholders, including academics, civil society organizations, current and former public officials, and representatives of ADB and other international organizations. Former World Bank Chief Economist, Professor Joseph Stiglitz, delivered the keynote speech. AER collaborated with economics and political science departments of the University of the Philippines, La Salle University, and Ateneo University to develop an agenda. AER also consulted with civil society groups to determine the issues, format, time and place of the forum. Preparations involved a planning mission, working papers by professors from the three universities, briefings for the local press, and formal presentations by four designated leaders from civil society organizations. AER circulated nine working papers on topics such as fiscal reform, corruption and governance, privatization of electrical utilities and jobless growth. These were synthesized into an integrated framework paper with specific policy proposals.

Asian Labor Network on International Financial Institutions (ALNI) - Philippines
DescriptionThe Asian Labor Network on International Financial Institutions (ALNI) is a network of trade unions, nongovernment institutions and academics of three countries which suffered serious affects from the Asian financial crisis: Indonesia, Thailand, and the Philippines. ALNI was established in March 1999 in Manila by a coalition of trade unions, NGOs and academics. ALNI seeks to bring about changes in the policies and programs -- especially policies that impact workers most directly -- of the international financial institutions, in particular the International Monetary Fund, World Bank, and Asian Development Bank. ALNI engages these institutions in constructive dialogue and advocates worker-friendly policies and projects. ALNI serves as a vehicle for the participation of labor and civil society in the development process, and in so doing advances the cause of democratization in Southeast Asia.
ActivitiesALNI focuses its advocacy on ensuring adoption of labor standards to be adopted by international financial institutions regarding their policies and programs, and fosters awareness of by workers and labor organizations of their right to a voice on economic policies made by their government and international financial institutions. ALNI promotes direct engagement with international financial institutions and government, including lobbying the parliament, and expanding the network and support between the members of ALNI in respective countries, regional ALNI members, and other international organizations.

Focus on the Global South (Manila Office)
DescriptionFocus on the Global South is an advocacy NGO which seeks to develop greater coherence between community-based and national, regional and global paradigms of change, creating a distinct and cogent link between development at the grassroots and the "macro" levels. It concentrates on issues of “the South” in developing countries, and seeks to stimulate change in economic and political policies by sharing ideas and information, and through collective action.
ActivitiesFocus on the Global South disseminates information and analysis and maintains networks with other advocacy NGOs in Asia and beyond. It's program thrusts are in four thematic areas: 1) Economic and Financial Liberalization, 2) Security and Conflict, 3) State, Market and Civil Society, and 4) Culture and Globalization. Its work in the first area seeks to identify ways that dominant arrangements and institutions marginalize most people in the South, and promote alternative ideas, institutions, global arrangements, etc. based on expanding equity, sustainability and democracy at all levels. On Security and Conflict, the NGO advocates withdrawal of military bases, disarmament and conflict resolution, as well as efforts to address the roots of conflict. In the third thematic area, Focus on Global South argues that state activism is essential to prevent market irrationalities that trigger crises, and that organized civil society must play a role in the process of democratic, social and economic planning. Finally, the NGO works to fight “cultural homogenization” and increase appreciation for the complexity of Southern cultural movements.

NGO Forum on ADB
DescriptionThe NGO Forum on ADB is a network of diverse NGOs and community-based organizations with campaigns and advocacy relating to ADB operations. Founded in 1992, the NGO Working Group on the ADB started as a loose network until 2000 when the network members decided to make it an independent organization. Since then, the NGO Working Group became the NGO Forum on ADB.
ActivitiesThe Forum monitors the projects, programs and policies of the ADB to ensure transparency and accountability of the Bank to the constituents of its member-countries. It likewise serves as a forum for exchanges of information, learning and lobbying experiences of its member organizations. The Forum also provides a venue for promoting the cause of local peoples and tribal/culturalindigenous peoples’ communities. Additionally, the Forum disseminates information on specific Bank policies and programs. It further facilitates capacity building in the region by organizing skill sharing sessions, workshops and internship programs

PANLIPI
DescriptionPANLIPI is an organization of lawyers and indigenous peoples’ advocates that engages in development work among indigenous peoples in the Philippines. PANLIPI seeks to empower indigenous communities in their pursuit of ancestral domain, self-determination, cultural integrity, and pro-indigenous peoples leadership.
ActivitiesPANLIPI organizes indigenous communities towards unity in the defense, advocacy, and promotion of their rights. The NGO implements programs for empowering indigenous peoples communities through: developmental legal assistance, legal education and outreach, institutional capacity building, ancestral domains delineation, and resource management planning. PANLIPI coordinates with other NGOs and government organizations in carrying out its program.

Philippine Center for Water and Sanitation
DescriptionPhilippine Center for Water and Sanitation (PCWS) is a non-government organization doing public information, research, community organizing, advocacy and training for the awareness, appreciation, protection and conservation of Philippine water resources.
ActivitiesThe organization aims to heighten awareness among public and private institutions on development issues affecting water and sanitation policy reforms and water resources management. PCWS also offers consultancy services to both government and non-government organizations. PCWS is the country coordinator and national focal point of the Water Supply and Sanitation Collaborative Council (WSSCC), which is based in Geneva, Switzerland and operates with a mandate from the United Nations General Assembly. It is also the regional coordinator of the Alliance of Asian Resource Centers in Water and Sanitation (AARC). PCWS currently heads the Streams of Knowledge, which is a global coalition of resource centers in water and sanitation.

Save the Children U.S. - Philippines
DescriptionSave the Children is a United States--based charity organization seeking to create a better world for children. The organization helps children in the world's most impoverished communities in 45 countries, including the Philippines. Save the Chilldren-U.S. is part of the International Save the Children Alliance, which aims to be a truly international movement for children. The NGO implements conducts long-term development programs and emergency relief in priority countries.
ActivitiesSave the Children-U.S. implements programs through partnerships with local government and nongovernment agencies that provide services targeting children and their families. Sector priorities work include education, health and economic opportunities. Emergency relief work concerns responding to crisis situations involving disasters, refugees and internally displaced persons.

The Hanns Seidel Foundation (HSF) - Philippines
DescriptionThe Hanns Seidel Foundation (HSF) is a non-profit, non-governmental organization based in Munich, Germany with operations in more than 60 countries worldwide. Currently, HSF has projects in the following Asian countries: Singapore, Thailand, Myanmar, Lao People's Democratic Republic, Cambodia, Viet Nam, Malaysia, Indonesia, the Philippines, South Korea, the People's Republic of China and Mongolia. The organiztion has been active in the Philippines since 1979, extending development assistance mainly in the field of human resource development ranging from training and education, research and publications, project development and consultancy services.
ActivitiesIn line with the Philippine Government's goals of poverty reduction, good governance, food security through modernized agriculture and global competitiveness, HSF undertakes developmental activities that promote self-reliance by helping people help themselves to ensure long-term economic impact. HSF’s project activities in the country are based on long-term partnerships, at least over a three-year project cycle, initiated together with specific local partners. The current project term covers the period 2002-2004 for the following priority areas: Southern Mindanao, Central Visayas, Central Luzon, Southern Luzon and National Capital Region. The foundation’s main intervention comes in the form of technical assistance in cooperation with local partners.
