JOSE ISIDRO CAMACHO is secretary of finance in the Philippines. He served briefly as secretary of the Department of Energy, and was the managing director and chief country officer for the Philippines at the Deutsche Bank AG, Manila, where he was responsible for managing the bank's entire business in the country.
