XIAOWU SONG is general secretary of the State Council Office for Restructuring the Economic System (SCORES), and also vice president of the Labor Association of PRC, the executive director of the PRC's Entrepreneurs Federation, and the standing director of the PRC's Human Resources Development Association. Previously, he was general director of Macrosystem Department, SCORES; the Income Distribution and Social Security Department, State Commission for Restructuring the Economic Systems; and the Employee Medical System Reform Office, State Council Office. He was also vice standing president of the PRC's Labor Research Institute. Mr. Song is a leading expert on labor and social security reform issues in the PRC.
