Electricity Sector Reform in Asia

Industrialization of Asian economies has been closely linked with the development of their electricity sectors. However, electricity is not only a catalyst for industrial productivity but is also a quasi-social instrument that supports the achievement of basic human needs. Ensuring availability of affordable electricity for industrial use and the population, including the poor, has been a challenge given the capital intensive nature of the sector. Countries are reforming their electric sector in different ways to improve operating efficiencies and population reach, with mixed results.

High level speakers from the Government are being invited to discuss the experience of electricity reform in their respective countries. Some questions to be addressed include:

  • What are the main challenges to ensure access and availability of stable supply of electricity?
  • How have countries attempted to address the challenges?
  • What has been the experience of public and private cooperation in providing electricity?
  • What are some of the lessons learned so far in reforming the electricity sector?
  • What is the experience of independent power producers?
