Participation of Nongovernment Organizations (NGOs)



NGO Accreditation Process

NGOs attending Annual Meetings must be accredited in advance. The Office of The Secretary is responsible for inviting and registering participants from among accredited NGOs. NGOs that have been accredited in past years retain their accreditation indefinitely unless the government of the country in which the NGO is based (host government) expresses an objection. The NGO Center coordinates the accreditation process.

Pre-registration

All participants are required to pre-register on-line after receiving an official letter of invitation. Last day for registration was 1 April 2004. There will be no on-site registration in Jeju.

NGOs will be responsible their own travel and accommodation arrangements and related costs, and, if necessary, for securing the required visa to enter Korea.

NGO Program of Activities

The NGO program largely depends on input from NGOs to ADB's NGO Center as to the types of information/meetings they are seeking. The NGO Center attempts to facilitate such requests, depending on staff availability. This especially includes issues related to policy and procedural matters. Normally, project-specific issues cannot be addressed in detail because the responsible staff do not usually attend the Annual Meeting. Currently, two sessions have been scheduled: a general open forum conducted by the NGO Center on cooperation between ADB and NGOs, and a meeting between NGO representatives and a senior ADB official on matters that NGOs wish to raise. Other topics of interest to NGOs may include ADB's New Accountability Mechanism, and the current review of ADBs Draft Public Communications Policy (information disclosure issue).

NGO Room

ADB will provide an NGO Room and basic administrative assistance to NGOs at the ICC Jeju. The NGO Room will have a large conference hall and an enclosed small meeting room. The conference hall is intended for seminars and other major NGO consultations while the meeting room may be used by NGO participants to hold small meetings and informal discussions. Two computers with Internet access and a printer will be made available for participants. NGO publications and informational materials may be displayed at a designated area in the NGO Room.
