Khempheng Pholsena
KHEMPHENG PHOLSENA has been ADB vice president for finance and administration since 2004. She was the Lao People's Democratic Republic's (Lao PDR) vice minister for foreign affairs, in charge of international cooperation, in 2003-2004. She was vice president of the Committee for Planning and Cooperation in 2001-2003, responsible for aid coordination and resource mobilization for national planning and investments, including foreign direct investment. She rose through the civil service to become vice president of the Committee for Planning and Cooperation, secretary of the Official Development Assistance Management Committee (1993-1996), vice minister of Trade and External Economic Relations (1989-1993), and vice president of the Commission for Economic and Technical Cooperation with Socialist Countries in 1988. She graduated from the Moscow Energy Institute as an engineer in 1971 and the Foreign Trade Academy in 1983 in Moscow.
