Session 2: Private-Public Sector Partnership

Given the inadequacy of official aid flows to ADB's developing member countries to build infrastructure, private investments be encouraged to bridge the resource gap. Unfortunately, the near-monopolistic nature of most infrastructure and the social context of its provision, do not allow many services to lend themselves to pure commercial exploitation since market mechanisms are imperfect. Hence, public-private partnerships must be structured to take advantage of the technical and commercial efficiencies of the private sector in establishing and operating infrastructure; raise additional resources for the host country or region; and ensure equity in access and affordability to the poor and other vulnerable groups of society.
