Govind Raj Bhatta
GOVIND RAJ BHATTA is chairman of the Electricity Tariff Fixation Commission of Nepal. He has been secretary
of the Water and Energy Commission, the National Planning Commission, and the Ministry of Population
and Environment. He has participated in several negotiations on water resources development between India
and Nepal. He has also worked as an ADB-appointed project director and local consultant for the Optimizing
Water Use in Kathmandu Valley project and a consultant for the Country Environmental Analysis Report for
Nepal. He has long experience of working in the power sector of Nepal. He has been associated with Global
Infrastructure Fund (GIF) Japan since 1991 and has worked on the Eastern Himalayan Water Resources
Development Studies (covering the development of the Ganges, Brahmaputra and Meghna river basins, spread
over the northeastern part of India, Nepal, Bhutan and Bangladesh). He has a doctoral degree in electrical
system planning from the Moscow Power Engineering Institute, Russia.
