PPPs in Evolution: New Window of Opportunity for Asian Countries

The Spanish Institute for Foreign Trade (ICEX) works to promote the
international presence of Spanish firms and public entities abroad.
Under the umbrella of the program "Espaņa, Technology for Life",
ICEX is monitoring a series of initiatives to capture the lessons of
recent developments within the Public-Private Partnership arena in
Spain and abroad.
From a very traditional role of PPPīs in the mid-90īs, the Spanish
government introduced regulation facilitating rapid progress in the use
of PPPīs to advance investments in infrastructure. At an average rate of
USD 13 billion per year since 1996 in public private investment,
Spain has been able to have ten companies among the top fifty in
the world involved in PPPīs.
Roads, railways, airports, ports, solid waste, water, urban
management, hospitals and other public services have been
promoted through various PPP approaches, some of them valid for
Asia. Practical approaches for governments and investors to align
their different interests in key infrastructure sectors and the various
regulatory frameworks in Europe will also be discussed.
