ADB-World Bank collaborate on corruption risk mitigation

ADB’s Bangladesh Resident Mission (BRM) and the World Bank are collaborating to prepare an operational risk mitigation action plan (ORMAP) which will strengthen the capacity to address operational risk and corruption systematically across the entire portfolio of assistance of both the organizations. As a follow-up to the joint country strategy exercise in 2005 undertaken together with DFID and Japan, a multi-sectoral operational risk mitigation team was formed comprising staff from BRM and from the World Bank’s Dhaka and Washington offices, to develop and monitor the implementation of the action plan, drawing on the broad collective knowledge and experience of operational risks and mitigation strategies in Bangladesh and more widely within the region.
Through weekly meetings, the ORMAP team shares information and experience across sectors on best-practices in addressing governance and corruption and advises task team leaders in identifying and addressing operational risks in project design and implementation. An ORMAP Advisory Board comprising senior staff deliberates monthly on the progress of the initiative. Operational risk assessments, which comprehensively review fiduciary and corruption risks and recommend mitigation measures, are being undertaken initially in the roads and power sectors. The ORMAP team will also determine effective engagement with the Government authorities on these issues and seek collaboration with beneficiaries, civil society groups, media and other stakeholders that can influence Government policy and participate in monitoring to promote improved transparency and accountability.
