Brief Description of Project:

The Government of the Islamic Republic of Pakistan (Government) intends to accelerate National highway, motorway, tunnel and bridge development through increased private sector participation thereby promoting economic growth and reducing poverty.

The project will assist the Implementation Agency to (i) prepare a National Highway (NH) Network motorway project, as a Public Private Partnership (PPP) Project; and (ii) provide capacity building for developing the capabilities of the NHA's PPP Cell.

Project preparation, as mentioned in (i) will encompass the following main activities: (a) prepare a pre-feasibility study covering project engineering and design, economic and financial analysis, and environmental and social assessment; (b) prepare a PPP concept and design for the project, and assist the Government in all steps of its implementation; (c) develop risk mitigation and allocation strategies model for all risks associated with the PPP project; (d) provide NHA with PPP procurement/legal and financial advisory support during all bid process, including concession contract negotiation and related activities through financial clauses; and (e) prepare the proposed project for consideration for ADB financing, under its public and private window. The later will build upon the pre-feasibility study carried out by consultants to confirm the technical, economic, and financial viability of the project, and will include the preparation of all the required studies and documentation to ensure that ADB safeguard requirements with respect to environmental, social and resettlement issues are complied with.

Brief Description of Consultant Services to be Procured:

The TA will be carried out over about twenty-four months by an internationally recognized consulting firm in association with domestic consultant firm. The consultant will be engaged in accordance with its Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engaging domestic consultants. The consultant firm will be engaged using ADB's quality- and cost-based selection procedures or quality-based selection (QBS) procedures, whichever is best suited for the project.

To be considered for this assignment, international consulting firms must have experience in PPP road project design and preparation, pre-feasibility studies, transportation planning, the PPP procurement process and institutional strengthening. The associated domestic consultant must have experience in institutional analysis, organizing workshops and consultation sessions, transport economics, and the legal framework in Pakistan.
