Brief Description of Project:

The project will support implementation of an area and time slice of Hunan's integrated flood control plan for the 11th Five-Year Plan (2006-2010) focusing on a comprehensive framework for flood control, management, and forecasting in the four mountainous river basins - Lishui, Xiangjiang, Yuanjiang, and Zishui. The Project will support flood protection works of up to 35 subprojects. Non-structural measures will be developed to strengthen hydrological monitoring, improve flood forecasting, and enhance flood warning systems.

Brief Description of Goods and Related Services, Works or Consulting Services to be Procured and related justification for advance action:

Priority civil works for the 8 core subprojects expected to commence before the onset of the 2006 flood season (typically starting around April). The priority civil works targeted for award in the first half of 2006 comprise up to 20 civil works contracts. The advance procurement action and retroactive financing amount to $10 million.
