Advance Action on Recruitment of Consultants

Country/Borrower: People's Republic of Bangladesh

Title of Proposed Project: Railway Sector Development Project - Reform Consultant for Bangladesh Railway

Expression of Interest

The People's Republic of Bangladesh has proposed for a loan from the Asian Development Bank (ADB) and intends to utilize part of this loan towards the cost of the Contract for the Reform Consultant for Bangladesh Railway (BR).

The EOI should be sent to ADB Project Officer with a copy to Bangladesh Railway not later than 30 May 2006.

Consulting Services

Consulting services that use the loan will include:

  1. implementing the restructuring of BR by lines of business;
  2. preparation of BR asset register;
  3. introduce and implement improved financial governance systems;
  4. improved BR human resource management;
  5. corporatization advisory services; and
  6. legal support.
The engagement of consultants is scheduled for a period of 44 months period in line with the reform implementation schedule. The estimated cost for the service is $5,480,000.

Attached is the Terms of Reference (TOR) of the consulting service.

BR now invites eligible international consultants in association with domestic consultants to indicate their interest in providing the services. A firm from member countries of ADB should express interest in being shortlisted.

All consultants will be selected and engaged in accordance with the quality and cost-based selection method (Full Technical Proposal) of ADB's Guidelines on the Use of Consultants.

The Letter of Invitation to submit detailed technical and financial proposals is expected to be issued in the second quarter of 2006 to shortlisted firms. BR reserves the right to shortlist or not shortlist any or all of the applicants without assigning any reason whatsoever.
