ADVANCE PROCUREMENT ACTIONInvitation for Expression of Interest for Consultant ServicesCountry/Borrower: CambodiaTitle of Proposed Project: Rehabilitation of the Railway in Cambodia The Government of the Kingdom of Cambodia will apply a loan from the Asian Development Bank towards the cost of the Project for the Rehabilitation of the Railway in Cambodia. Part of this loan will be applied for payments for Consulting Services for which this Invitation for Expressions of Interest is issued. The Executing Agency, the Ministry of Public Works and Transport (MPWT) intends to rehabilitate/reconstruct about 652 km of railway (Southern and Northern lines) with the works to be carried out by International Contractors and Local Contractors. The rehabilitation works will include the design-build and complete rehabilitation of the railway lines including reconstruction of missing link, track works, bridges, culverts and associated structure works along the two lines. In order to implement the project the MPWT will engage a qualified international consulting firm to carry out the services that will include procurement of civil works and goods, supervision of design and build basis contracts. The consulting service's contract is expected to commence in early 2007 and will continue for approximately 36 months. The Railway Rehabilitation Implementation Team (RRIT) of the MPWT now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications. Consultant will be selected in accordance with the procedures set out in ADB's Guidelines on the Use of Consultants issued in April 2006. Late submissions of their Expressions of Interest to the address below after 12:00 AM on 10 October 2006 will not be accepted. All firms will be advised of the result of their expression of interest. Only consulting firms that have been short-listed will be invited to submit a proposal for the Project's consulting services. The names and addresses of short-listed firms will be published in the Bank's "ADB Business Opportunities".
