Request for Expression of Interest for the Management, Design, Supervision, Feasibility Study and Architecture Consultants

Title of Proposed Project: Renewable Energy Development Sector Investment Project
Brief Description of Project:
The Government of Pakistan has applied for a loan from the Asian Development Bank (ADB) and intends to spend a portion of the loan for payments under the contract for Management, Design and Supervision Consultants to provide Consultancy Services for the Renewable Energy Development (Projects) in North-West Frontier Province (NWFP) of Pakistan. The scope of the services under the project consists of the following packages:
- Management, Design and Supervision Consultant for 36 MW Daral Khwar HPP (for EPC Contract);
- Management, Design and Supervision Consultant for 11.5 MW Ranolia Khwar HPP (for EPC Contract);
- Management, Design and Supervision Consultant for 2.6 MW Machai Canal HPP (for EPC Contract);
- Consultant for Feasibility studies of three hydropower projects (raw sites) i.e. 18 MW Koto HPP, Distt. Dir, 8 MW Jabori HPP, Distt. Mansehra and 7.5 MW Karora (New) HPP, Distt. Shangla; and
- Architect/Consultant for Design & Construction Supervision of Office Building in Phase V Hayatabad, Peshawar "SHYDO House."
The main objective of the Project is to harness the available hydropower potential in the northern part of NWFP, Pakistan by developing the Renewable Energy (RE) to overcome the power shortage in the country as a whole and in NWFP in particular, which would not only reduce dependence on imported fuel for thermal generation but also help to reduce poverty through sustainable economic growth resulting from the rural infrastructure development in almost six Districts of NWFP. This Project will increase economic opportunities for the rural people through:
- Construction of hydropower projects;
- Feasibility studies of new hydropower projects;
- Capacity building of Sarhad Hydel Development Organization (SHYDO).
The scope of services of the Management Consultant team is to assist SHYDO in preparing and implementing the project activities including planning and designing, procurement of goods and services, training for sustainable operation and maintenance of infrastructure, the quality control regime, preparation of contract documents for EPC contract, evaluation of contract awards, certification in payment procedures with supervision of physical works. The consultant will also assist identifying and reporting adverse environmental impacts and modifying designs and practices to mitigate them and generally accomplishing project preparation tasks including resettlement plans, tariff studies, drafting power purchase agreement and preparing monthly, quarterly and final reports throughout the five years project period.
The scope of services for the Feasibility study of three projects is to carry out topographic survey and mapping, surface geological survey and Geo-physical survey, sub surface investigation, laboratory and filed testing, hydraulic model studies, hydrological survey and data collection, transmission line investigation and route survey, environmental and social impact assessment, preparation of bill of quantities / cost estimates for all components, economic and financial analysis and preparation of PC-1s of all three projects.
The scope of services for the architecture, design and construction supervision of three storey office building at Hayatabad, Peshawar is to structurally and architecturally design, detail cost estimate, tender documents assist SHYDO in short listing, tendering and selection of contractor and supervise the construction work of office building including material testing and quality control.
International Firms in association with domestic consulting firm will provide the consulting services & will be selected and engaged by SHYDO in accordance with the ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engaging local consultants.
SHYDO now invites Expression of Interest (EOI) from ADB member countries Consulting Firms and having expertise and adequate experienced professional staff of different disciplines for short-listing of consulting firms. The EOI should demonstrate firm understanding of the requirements of the Project/sub-projects and an understanding of the tasks set forth in the scope of services. In particular, the EOI should consist of
- the background, organization and experience of the firm, including works done and at hand during the last ten years
- detail resume of each of the proposed professional staff to be assigned to carry out the services etc.
- Financial resources
- Annual turnover (at least last five years)
- Audit Report (at least last three years),
- Registration with Pakistan Engineering Council if the consultant is short listed.
All EOIs (five copies each) must be submitted to the Managing Director SHYDO, 365-WAPDA House, Shami Road, Peshawar-NWFP, Pakistan, either by mail or in person on or before 16th October 2006 at 2:00 p.m. local time. SHYDO will not reimburse any cost or expenses incurred in connection with the preparation or delivery of EOI or visits to any office or site.
The limits and extents of services may increase or decrease (and source and mode of payment may vary) depending on the final loan agreement with the development partners.
The competent authority reserves the right to accept or reject one or all EOIs without assigning any reason.
The recruitment process will be finalized only after the project is approved by ADB, NWFP government and Federal Government.
