Title of Proposed Project: Renewable Energy Development Sector Investment Project

The Government of the Islamic Republic of Pakistan has applied for a loan from the Asian Development Bank (ADB) and intends to spend a portion of the loan for payments under the contract for Management, design and Supervision Consultants to provide consultancy services for Renewable Energy Development (Projects) in Punjab Province of Pakistan. The scope of the services under the project consists of the following packages:

The main objective of the Project is to harness the available hydro power potential in Punjab to overcome the power shortage in the country as a whole and in Punjab particularly, which should not only reduce dependence on imported fuel for thermal generation but also help to reduce poverty through sustainable economic growth resulting from the rural infrastructure development in various Districts of Punjab.

The scope of services of the management Consultant teams is to assist Irrigation and Power Department in preparing and implementing the project activities including planning and designing, procurement of goods and services, training for sustainable operation and maintenance of infrastructure, the quality control regime, preparation of contract documents, evaluation of contract awards, certification in payment procedures with supervision of physical works. The consultant will also assist in identifying the reporting adverse environmental impacts and modifying designs and practices to mitigate them and generally accomplishing project preparation tasks including resettlement plans, tariff studies, drafting power purchase agreement and preparing monthly, quarterly and final reports throughout the five years project period.

International firms in association with domestic consulting firm will provide the consulting services and will be selected and engaged by Irrigation and Power Department Government of the Punjab in accordance with the ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engaging local consultants.

Irrigation and Power Department now invites Expression of Interest (EOI) from ADB member countries consulting firms and having expertise in planning, designing, and implementation as well as adequate experienced professional staff of different disciplines for short-listing of consulting firms. The EOI should demonstrate firm understanding of the requirements of the Project/sub-projects and an understanding of the tasks set forth in the scope of services. In particular, the EOI should consist of

  1. the background, organization and experience of the firm, including works done and at hand during the last ten years,
  2. detail resume of core professional staff,
  3. Financial resources,
  4. Annual turnover (at least last five years),
  5. Audit Report (at least last three years),
  6. Registration with Pakistan Engineering Council in case of local consultants and with relevant professional institution of their country (in case of foreign consultant).

All EOIs (five copies) must be submitted to the Chief Engineer (Power) Irrigation and Power Department, First Floor, Central Design Building, Irrigation Secretariat near Old Anarkali Lahore, Pakistan, either by mail or in person on or before 31 August 2006 at 2:00 p.m. local time.

Irrigation and Power Department will not reimburse any cost or expenses incurred in connection with the preparation of delivery of EOI or visits to any office or site.

The limits and extents of services may increase or decrease (and source and mode of payment may vary) depending on the final loan agreement with the development partners.

The competent authority reserves the right to accept or reject one or all EOI without assigning any reason.

The recruitment process will be finalized only after the project is approved by ADB, Punjab Government and Federal Government.
