Advance Action on Procurement, Recruitment of Consultants and Retroactive FinancingCountry/Borrower: People's Republic of China Title of Proposed Project: Eastern Sichuan Roads Development Project Name and Address of Executing Agency: Sichuan Provincial Communications DepartmentBrief Description of Project: The Project will help promote economic growth and reduce poverty in eastern Sichuan Province by lowering the cost of transport, relieving traffic congestion, and improving access in the project area. The Project will (i) reduce traffic accidents and vehicle operating costs; (ii) improving access between Chongqing and Xi'an, two major growth centers in western PRC; (iii) provide additional transport capacity to accommodate growing traffic; and (iv) promote improved access to markets and social services in a poor area. The Project will comprise (i) construction of a 138 km, four-lane access-controlled toll expressway from Dazhou to Wanyuan, including access roads, interchanges with toll stations, tunnels, bridges, administrative stations, and service areas; (ii) upgrading of 430 km of local roads to improve access to poor remote areas; (iii) rural public transport centers; (iv) promoting corporate governance by separating expressway construction and operations from the provincial government; and (v) capacity building in project management, quality control, road safety, and monitoring and evaluation. Brief Description of Works, Goods and Consultant Services to be Procured: Advance action has been approved for the procurement of civil works for the Project. All procurement to be financed under ADB loan will be carried out in accordance with ADB's Guidelines for Procurement. Civil works contracts for the expressway will be awarded on the basis of international competitive bidding (ICB) procedure. A total of 56 person-months of international consultants will be required for consulting services. International consultants will be financed under the loan, and recruited in accordance with ADB's Guidelines on the Use of Consultants. In addition, the Project will require 2,752 person-months of domestic consultants. Domestic consultants will be financed by the Sichuan Provincial Communications Department and will be recruited in accordance with government procedures. Date of Advance Action Approval: 24 May 2006 |
