Advance Action on Procurement, Recruitment of Consultants and Retroactive FinancingCountry/Borrower: People's Republic of China Title of Proposed Project: Southern Gansu Roads Development Project Name and Address of Executing Agency: Gansu Provincial Communications DepartmentBrief Description of Project: The Project will help promote sustainable economic growth and reduce poverty in southern part of Gansu Province. This will be achieved by providing a link in the Lanzhou-Haikou corridor, enhancing road transport efficiency and safety, and improving rural accessibility to income-generating opportunities and social services. The Project will develop an efficient, safe, reliable and environmentally sustainable road transport network in the project area. The Project will comprise (i) construction of a 134 km, four-lane access-controlled toll expressway between Wudu and Guangzigou including a long tunnel (8 km), 61 other tunnels (37.3 km),. 178 bridges (56.5 km), 7 interchanges, 7 toll stations, 12.4. km of connector roads, and 4 service areas; (ii) upgrading of 357 km of local roads to improve access to 27 townships and 275 villages in the rural poor areas; (iii) improving transport services by upgrading the transport centers; (iv) pilot testing of road transport action plan in Longnan prefecture; and (v) improving corporate governance and institutional capacity strengthening of the GPCD and the Project Company in construction supervision, road safety, asset management, and project management through the provision of consulting services and training. Brief Description of Works, Goods and Consultant Services to be Procured: Advance action has been approved for procurement of civil works and retroactive financing for eligible expenditures related to civil works expenditures up to $30 million incurred before the Loan Effective Date, but not earlier than maximum of 12 months prior to the date of the signing of the Loan agreement. Advance action covers the prequalification of contractors, bidding, bid evaluation and contract awards. The advance action will be undertaken in accordance with ADB's Guidelines for Procurement. A total of about 56 person-months of consultants from an international consulting company will be required for consulting services. International consultants will be financed under the loan, and recruited in accordance with ADB's Guidelines on the Use of Consultants. In addition, the Project will require 7,598 person-months of domestic consultants. Domestic consultants will be financed by the Gansu Provincial Communications Department and will be recruited in accordance with government procedures acceptable to ADB.
