Brief Description of Project:
The supplementary financial assistance will finance upgrading and rehabilitation of additional 11 road subprojects with a length of 270 km in the five Highlands provinces (Western Highlands, Enga, Chimbu, Eastern Highlands and Southern Highlands). The Project will engage international and/or domestic civil works contractors to undertake upgrading or rehabilitation works on key provincial distributor roads within the five highlands provinces of Papua New Guinea, facilitating access by local producers to the major markets and population centres within the Highlands Region and beyond.

Brief Description of Works and Consultant Services to be Procured:
Advance action has been approved for the procurement of civil works and for recruitment of consultants. Procurement will be carried out in accordance with ADB's Guidelines for Procurement. Civil works will be divided into 16 contract packages, of which, eleven will be procured under International Competitive Bidding (ICB), and 5 under national competitive bidding without excluding foreign contractors and joint ventures. For economy and efficiency, the services of the International Consultant engaged under the main loan will be retained. About 132 person-months will be required to assist in
  1. detailed engineering design;
  2. preconstruction activities;
  3. construction supervision;
  4. project performance monitoring and evaluation; and
  5. training on road maintenance, road safety, and prevention of HIV/AIDS and other sexually transmitted infections
