Project Information:

The Project will finance the construction of a 220kV double circuit transmission line that will link Sangtuda in Tajikistan to Pul-e-Khumri via Kunduz in Afghanistan. This link will permit to export from Tajikistan 300MW during the summer period and as much as Tajikistan can during winter period. The Project will also aim to rehabilitate the Khatlon Region grid. The project will finance 16 contract packages, and related consulting services for detailed engineering design, preconstruction activities, construction supervision and performance monitoring and evaluation.

Brief Description of Works, Goods and Services to be Procured:

Advance action has been approved for the procurement of civil works. All procurement to be financed by ADB will be procured following ADB's Guidelines for Procurement on the basis of either international competitive bidding (ICB) or international shopping (IS), depending on the contract size. Procurement will be carried out separately for each part of the Project by the concerned EA/IA. The goods and services to be procured are:

I. Transmission Line
Location: Sangtuda- Afgan border, River crossing and extension of Sangtuda substation
(The Project envisaged having a single call for bid for both Afghan and Tajik portions of the transmission line in order to attract competitors and for obvious coordination issues during implementation. However, there will have two contracts one in Afghanistan and one in Tajikistan as this will be financed under two different Loans).
Contract Description: Turn-key contract for the engineering, procurement and construction of the Tajik and Afghan components of the line, including the river crossing. It will also include the extension of substations in Tajikistan.

II. Rehabilitation works
  • Golovnaya, replacement of the Transformer T3: Engineering, supply and installation of a new transformer at Golovanaya hydropower plant.
    Estimated Cost ($ million)=2.4
  • Rehabilitation of canals at Perepadnaya and Centralnaya HPPs: Contract for excavation works.
    Estimated Cost ($ million)=0.5
  • Supply of bulk metering system in transmission substations: Supply only of 424 bulk power meters in the transmission substations in the southern grid.
    Estimated Cost ($ million)=1.7
  • Rehabilitation of unit 3 at Golovanya HPP: Supply and installation of new turbines, generators and control systems at Golovnaya, under a turnkey contract including design, engineering and construction.
    Estimated Cost ($ million)=9.2
  • Rehabilitation of the excitation system at Baipaza HPP: Supply and installation of new thyristors controlled excitation system & temperature control system at Baipaza.
    Estimated Cost ($ million)=1.9
  • Optimization of the operation of the Vaskhsh cascade: Study supply and installation of optimization software and computers for the optimization of the operation of the cascade
    Estimated Cost ($ million)=0.6
