Title of Proposed Project: Regional Power Transmission Interconnection Project (AFG/TAJ)

Brief Description of Project:

The Government of the Islamic Republic of Afghanistan and the Government of the Republic of Tajikistan has applied for a loan from the Asian Development Bank (ADB).

The proposed project will enhance cooperation between Afghanistan and Tajikistan in the power sector. In Afghanistan, it will quickly augment the power supply, will reduce the cost of electricity to consumers, and will also diversify the sources of import. In Tajikistan, it will reduce export dependence on Uzbekistan, avoid the spillage of water without generating power, and generate more export income. In addition, the Project aims to reduce the deficit of power during the winter time in Tajikistan by increasing output of the existing hydropower plants and by reducing the losses in the southern grid in winter. These components will at the same time increase the potential of the country to export year-round.

The proposed project will interconnect the Afghanistan and Tajikistan grids.

Broadly, the Project's scope will cover the construction of a 220kV double circuit transmission line that will link the hydropower stations located on the Vaskhsh River in Tajikistan to the border town of Sherkan Bandar and thence to Kunduz, Baglan and Pul-e-Khumri in Afghanistan. This line will thus be ultimately linked to Afghanistan's major electricity demand centre, Kabul, through the Afghan 220kV corridor, currently under construction, linking Pul-e-Kumri to Kabul.

In addition, in Tajikistan, the Project will include upgrading and new investments that will help reduce the winter deficit by increasing the available level of generation and by decreasing the level of technical losses in the South Tajikistan. Both measures will aim to export 300MW to Afghanistan and generate additional 320 GWh annually in Tajikistan.

The Project is in line with the Government's strategy and policy. In Afghanistan, the policy is to provide reliable power supply to all Afghans, and in Tajikistan, to maximize the use of its hydropower assets.

The scope of services of the Management Consultant team is to assist State Joint Holding Company Barki Tajik in preparing and implementing the project activities including planning and designing, procurement of goods and services, preparation of contract documents, evaluation of contract awards, certification of payment procedures with supervision of physical works. Consulting services (60 person-months of international and 80 person-months of national services) will be required to assist Barki Tajik (BT) in project implementation. All project- financed consultants will be selected and engaged in accordance with ADB's Guidelines on the Use of Consultants, pursuant to quality and cost-based selection.
