Advance Action on Recruitment of Consultants

Title of Proposed Project: Dhaka Water Supply Sector Development Program
Consultants for Financial and Capacity Building Consultancy (FCBC)
[Note: The notice is issued on a preemptive and non-committal basis]
1. Applications for short-listing of reputed consulting firms/ consortium of firms are hereby invited for providing consultancy services involving Financial and Capacity Building activities in connection with the implementation of Dhaka Water Supply Development Project (DWSDP) funded by GOB-ADB. The project area is located within metropolitan Dhaka. The FCBC consultants will be responsible for implementing works in respect of: - institutionalization of sound financial management, efficient billing, revenue collection and customer record systems;
- provision of comprehensive training for all levels of DWASA staff to optimize operational performance and upgrading of training facilities; and
- extensive demand control and awareness campaign for consumers and other related components.
More precisely, the services of FCBC shall include: - preparing and providing operational and technical training to the staff of DWASA;
- providing corporate financial planning, financial reforms and management advisory assistance to DWASA; and
- conducting public awareness and demand control as well as resettlement implementation activities.
2. The participating consulting firms shall be of international repute and are encouraged to have joint venture/association with established local consulting engineering firm(s). No individual from (international or local) should form association with more than one group.
3. The application to be submitted for prequalification [5 copies] ought to include the following particulars:
- Name of the lead firm and associated firms, forming the joint venture or association, if any, with address and details.
- Corporate profile of the lead firm.
- Actual audited turn-over of the participating firms for the last 3 (three) years
- List of similar works at hand and the works carried in Bangladesh and regional countries stating cost of the projects and fees received.
4. The selection will be made in accordance with the Quality & Cost Based Selection (QCBS) method in accordance with the
Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers (February 2007).
5. The application will have to be directly responsive to the requirements mentioned in item 3 above. Information as sought in 3 (iii) and (iv) should be sufficiently detailed and verifiable.
6. Only the lead firm of the consortium (in case of association for the particular assignment) shall be evaluated for short-listing. In case of JV, all firms forming the JV shall be evaluated.
7. Applications for prequalification/short-listing will be received by the office of the undersigned on or before 30 December 2007 (Sunday) during office hours (09:00 to 17:00 hrs).
8. DWASA reserves the right to accept or reject any or all the applications seeking to be considered for short-listing. EOIs should be submitted to:
