ADVANCE PROCUREMENT ACTIONInvitation for Expressions of Interest for Consulting Services forDetail Design and Construction Supervision Country/Borrower: CambodiaTitle of Proposed Project: GMS: Southern Coastal Corridor Project The Government of the Kingdom of Cambodia has applied for a loan from the Asian Development Bank towards the cost of the GMS: Southern Coastal Corridor Project and it is intended that part of the proceeds of the loan will be applied to eligible payments for Consulting Service for Detail Design and Construction Supervision for which this Invitation for Expressions of Interest is issued. The Executing Agency, the Ministry of Public Works and Transport (MPWT) intends to rehabilitate 16 kilometers (km) of the national road No. 33 between Kampong Trach and Prek Chak / Lork, maintain approximately 43 kilometer (km) of national road No. 33 including new constructing and widening drainage structures between Kampong Trach and Kompot town, and build cross border facilities at Prek Chak / Lork and Koh Kong, with the works to be carried out by Contractors to be procured through international competitive bidding (ICB) procedures. The improvement, maintenance, construction works will include locating and clearing unexploded ordinance, widening embankment, constructing flexible pavement with Double Bituminous Surface Treatment (DBST), designing and constructing bridges and drainage structures and slope protection, designing and constructing buildings for cross border facilities. In order to implement the project MPWT will engage a qualified international consulting firm to carry out the service that will include preparation of civil work bidding documents, procurement of civil works and equipment, detail design and supervision of a number of civil work and road maintenance contracts and building for cross border facilities, social benefit monitoring, HIV/AIDS and human trafficking program, evolution studies of the project and comprehensive training human resource development program. The consultant service expects to commence in December 2007 and will continue for approximately 36 months. The MPWT now invites eligible consultants to indicate their interests in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experiences in similar geographical conditions, and availabilities of appropriate skill staff, and others). Consultants may associate with other firms to enhance their qualifications. A consultant will be selected in accordance with the procedures set out in the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers dated February 2007.
