Title of Proposed Project: Bihar State Highway Investment Program
Brief Description of Project:
The Government of India and the State Government of Bihar (GOB) are considering to prepare a loan from the Asian Development Bank (ADB) and intends to utilize part of this loan towards the cost of the Contract for consulting services of construction supervision services. Bihar Road Construction Department (RCD) is the executing agency for about 1,600km state highways.
Consultancy Services required are for:
- Construction Supervision;
- Monitoring and evaluation using criteria of the project performance management system with focus on social impact monitoring; and
- environmental management including monitoring of implementation of the mitigation measures to the adverse impacts to the environment.
The engagement of consultants is scheduled for a period of 24 months period plus defect liability period, and the contract is packaged in line with the project implementation schedule. The work is expected to commence in May 2008.
GOB now invites eligible national consultants as well as international consultants to indicate their interest in providing the services. Firms from member countries of ADB only are eligible and should express interest in being short-listed.
The firm must include in their expression of interest the following information:
- General and overall experience.
- Experience of working in similar geographical region or countries.
- Annual turnover for the last five years
- Nature, cost, per-month inputs, employer, location and field of input for work at hand.
- Experience in the required area of expertise
- Summary of permanent professional employees and resources persons.
All consultants will be selected and engaged in accordance with the Guidelines on the Use of Consultants by ADB and Its Borrowers using the quality-and cost-based selection method (Full Technical Proposal). The Letter of Invitation to submit detailed technical and financial proposals is expected to be issued in December 2007 to shortlisted firms. GOB reserves the right to shortlist or not shortlist any or all of the applicants without assigning any reason whatsoever.
