Brief Description of Project:
The main objective of the consulting services is to assist ERA and PWD in preparation of state roads projects to improve key state road sections and identified new road sections for possible financing by ADB. The PPTA will also identify the need and scope of capacity building of the road sector institutions like the state PWD, etc. for efficient and sustainable management of the road assets.
Brief Description of Consultant Services to be Procured:
An international firm in association with domestic consultants will be engaged in accordance with ADB's Guidelines on the Use of Consultants. The TA will be carried out by - a firm of consultants consisting of experts in highway engineering with experience in institutional development; traffic engineering, design and economics; geotechnical engineering; road and bridge design; engineering survey; material and pavement engineering, and
- individual consultants to carry out social impact assessment, resettlement and rehabilitation, and environmental assessment; and provide guidance and assistance to GOJK on procedural requirements and required activities for project preparation and implementation including documentation and evaluation of procurement.
The input from the firm will be about 15 person-months of international and about 30 person-months of national consultants. The input from the individual consultant will be 5 person-months each of national (environment, social development and resettlement).
The consultants will be engaged by ADB in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers. The firm of consultants will be selected using ADB's quality- and cost-based selection method (using a quality-to-cost ratio of 80:20). Simplified technical proposals will be requested from the short-listed firms.
The TA will be implemented for 7 months from April 2008 to October 2008.
The EOI should be sent to ADB Project Officer with a copy to ERA not later than 3 December 2007.
