Local Self Governance Department (LSGD) of Rajasthan with financial assistance from Asian Development Bank (ADB) has proposed Rajasthan Urban Sector Development Investment Program (RUSDIP), under Phase-II of RUIDP, for development of multi-sector infrastructure services in 15 urban towns of the State namely Alwar, Baran-Chhabra, Barmer, Bharatpur, Bundi, Chittaurgarh, Churu, Dhaulpur, Jaisalmer, Jhalawar-Jhalrapatan, Karauli, Nagaur, Rajsamand, Sawai Madhopur and Sikar. The Estimated Cost of the Project is Rs. 1500-1600 Crores. The project is envisaged for a total project period of seven years and likely to commence from Jan-2008. The Project will involve development of urban infrastructure work in the sectors of water supply, sewerage & drainage, solid waste management, city roads & transportation and other municipal infrastructure related to Environment and Social sector of slum improvement, fire fighting, conservation of heritage & tourism development in project cities.

The Project Director, RUIDP on behalf of LSGD, Government of Rajasthan, invites Expressions of Interest (EOI) for providing Community Action Participation Program services at the state-level and project city level from eligible and registered NGOs with experience in handling similar work with government & externally funded agencies. The services would be required over the duration of the Project.

The organizations must include in their proposal;
  1. Documentary evidence regarding registration in the office of Registrar of Societies (under Society Act-1959),
  2. Experience of CAPP in similar large integrated multi-disciplinary urban infrastructure projects,
  3. Experience of working in social sector of Resettlement and rehabilitation of displaced People
  4. Experience of working in externally financed projects in India,
  5. Number of permanent Staff on roll and
  6. Annual Turn over for last three years.

The EOIs received would be evaluated as per ADB guidelines and a short-list of NGOs would be prepared on the basis of evaluation criteria such as experience, Strength of Permanent Staff & Average Annual Turnover for the last three years etc. The short-listed Organizations will be supplied Request for Proposal (RFP) Documents, including Terms of Reference, and given adequate opportunity to submit proposals. Finally one NGO will be selected in accordance with the Quality & Cost Based Selection (QCBS) methods in accordance to the Guidelines on the Use of Consultants by ADB and its Borrowers (February 2007).

The EOI proposal must be delivered to this office on or before 31 October 2007 during normal working hours. The prospective NGOs can download the program details, detailed EOI and the prescribed format for submission of information from RUIDP website i.e. www.ruidp.gov.in or may be obtained from our office address during normal working Hours. RUIDP reserves the right to shortlist or not to shortlist any or all of the applicant(s) or to scrap out entire process without assigning any reason.
