Invitation for Expressions of Interest for Investment Project Management Consultants

Title of Proposed Project: Uttarakhand Urban Sector Development Investment Program (UUSDIP)

The Investment Program Management Unit (IPMU), Uttarakhand Urban Sector Development Investment Program (UUSDIP) under Urban Development Department (UDD), Government of Uttarakhand (GoU) is the nodal agency to implement UUSDIP, proposed to be financed by Asian Development Bank (ADB) in 31 towns of the State including its three major towns namely Dehradun, Hardwar and Nainital.

The Program comprises mainly the following components;
  • Part A: Improvement of Urban Infrastructure Services (Water Supply, Waste Water Management, Solid Waste Management, Urban Roads and Slum Improvement) and
  • Part B: Capacity Building and Investment Program Management Support for which the IPMU intends to appoint an Investment Program Management Consultants (IPMC) to assist it in managing and implementing the program successfully.
The broad objective of appointment of the IPMC will be to build the capacity of the IPMU on a sustainable basis and assist IPMU and Investment Program Implementation Units (IPIUs) in program execution and implementation. The IPMC will define the working method, procedures and reporting systems for the program and assist the IPMU in operationalizing these procedures and in implementing urban reforms, institutional development, capacity building and as necessary monitoring and quality assurance of the outputs of the design and supervision consultants (DSCs) and provide hands-on training to the Executing and Implementing agencies in subProgram formulation, management, monitoring and evaluation, financial, social and environmental management aspects, and participatory approaches. The IPMC will also work with the IPMU in installing and operationalizing new urban development systems developed under the program and those which are currently prepared by GoU (such as e-governance system, Geographical Information System (GIS), and Municipal Management Information System (MMIS).

For the above services, UUSDIP intends to engage reputed consulting firms having international experience to provide consulting services and will be selected and engaged by UUSDIP in accordance with ADB's Guidelines on the Use of Consultants and with the Quality-Cost Based Selection (QCBS) procedures of ADB.

The assignment would cover approximately 37 person months of International and around 380 person months of national consulting services over a period of around 4 years which may likely to be extended based on performance and requirement of the Program.

Reputed Consulting firms / JVs / Consortium with successful and high standard of achievements in managing time bound externally aided integrated urban infrastructure Programs with expertise in the above mentioned fields are invited to furnish their Expression of Interest (EOI).The Expression of Interest should be supported by details of the firm / firms which includes the details like - name of the firm, country of origin, year of incorporation, experience of working in similar areas, relevant experience in Programs of similar nature and complexity, financial resources, Annual Turnover (last three years), registration details of the firms and details of key personnel. UUSDIP is looking for a firm who has an all-round / overall experience mainly in
  1. Program Management;
  2. Program formulation and feasibility studies;
  3. designs and supervision of integrated urban infrastructure Programs (water supply, sewerage, solid waste management, urban roads and slum upgrading) including review of designs;
  4. safeguard issues (environment and social etc.);
  5. Capacity Building in areas related to the sector of Program;
  6. Urban Management;
  7. Procurement work in multilateral funded Programs;
  8. GIS work ;
  9. Community Development;
  10. Urban finance and Accounting and other related areas of Program.
The Expression of Interest should clearly reflect the experience of the firm in the above and allied fields in the Programs of similar nature. Experience of the firms mainly in the above mentioned areas for the last 10 years (from Jan 1997) would be considered for evaluation.UUSDIP reserves the right to accept or reject any / all EOIs and cancel the notification without assigning any reason.

The EOIs should reach the office of the Program Director UUSDIP in the address below not later than 17-00 hrs, 5 October 2007. Late Submissions would be rejected.
