Advance Action on Procurement and Recruitment of Consultants

Title of Proposed Project: Lae Port Development Project
Brief Description of Project:
The Government of Papua New Guinea has applied for a loan from the Asian Development Bank (ADB) and a grant from the Japan Fund for Poverty Reduction (JFPR) towards the cost of Project No. (40037-03)-PNG: Lae Port Development Project.
The Project will produce the following outputs: (i) operational new port facilities, and (ii) improved livelihoods for the affected people. The core of the Project will be the construction of a tidal basin located at the northwest of the existing port facilities; and terminal works including all buildings, storage, area, roads, drainage, water, electrics, and sewerage services. Related to the core are - resettlement and livelihood and social improvement for the project-affected people;
- project management, including the provision of consulting services for project implementation, financial management, construction supervision, resettlement, and socioeconomic impact monitoring; and
- gender-responsive HIV/AIDS awareness and prevention.
Procurement:
The procurement will mainly consist of civil works for increasing the Lae port capacity and the works necessary to resettle and improve livelihood for 2,912 people. The major civil works involving dredging, wharf, and terminal construction will be grouped into one contract package to attract international bidders. It will follow the one stage-one envelope with prequalification international competitive bidding procedure. Resettlement and livelihood and social improvement activities involve contracts of various sizes as detailed in the procurement plan. National competitive bidding and shopping will be used as appropriate.
- Through international competitive bidding: dredging, land reclamation, and wharf and terminal construction. These works will be grouped into one contract package.
- Through national competitive bidding:
- 482 housing construction
- school expansion (financed by JFPR)
Consulting Services:
International and national consulting services will be required to support the Project Management Unit in the areas of port engineering, contract management, financial management, resettlement, and socioeconomic monitoring; and provide construction supervision and environment monitoring. A total of 729 person-months of consulting services, including 291 person-months international and 438 person-months national are budgeted for these purposes.
- Through quality- and cost-based selection, consultancy for construction supervision and environment monitoring
- Individual consultants for port engineering (42 person-months), financial management (42 person-months), resettlement (72 person-months), and project performance and socioeconomic monitoring (6 person-months)
