ADVANCE PROCUREMENT ACTION

Invitation for Expressions of Interest

Services for Implementation Supervision Consultants
(incorporating Environmental, Resettlement, Social Development,
HIV/AIDs and Prevention of Human Trafficking,
Coordination and Construction Supervision)

Country/Borrower: Lao PDR

Title of Proposed Project: Northern GMS Transport Network Improvement Project

1. The Government of the Lao PDR has applied for a grant from the Australian Government towards the cost of the consulting services required for the Northern GMS Transport Network Improvement Project and intends to apply part of this grant to eligible payments under this Contract. The civil works under the project will consist of upgrading National Road 4 to a sealed standard and the construction of some 100km of access roads. These works are being co-financed under loans from the Asian Development Bank (ADB), Korea Eximbank, OPEC Fund for International Development and a grant from AusAID. The main civil works will be let in five packages, namely:
  1. Section I - Xieng-Ngeun - Park Khone - 59 km
  2. Section I (vi) - Mekong Bridge and 2 Approaches
    Section II - Thadeau via Sayaboury - Nam Pui Bridge 80 km
  3. Section III - Nam Pui - Paklay 100 km
  4. Section IV - Paklay - Kenthao 65 km
  5. Section V - Kenthao via Botene - NakHa 63 km
2. The Ministry of Communication Transport Post and Construction (MCTPC) now invites Expressions of Interest for the services of Implementation Supervision Consultants for the Northern GMS Transport Network Improvement Project (ADB/11). The consultants will be selected and engaged under Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers dated February 2007 .

The services comprise:
  • Environmental, Resettlement, Social Development, HIV/AIDs and Prevention of Human Trafficking, and Coordination of the entire length of National Road 4;
  • Construction Supervision of Sections II, III, IV and V;
  • Design and Construction Supervision of the access roads.

(Note: the Consulting Services for Section I including the Mekong Bridge are funded by the Korea Eximbank and subject to separate procurement procedures).

3. Criteria for shortlisting includes:
  1. Experience of firm in similar road projects involving environmental, resettlement and social development aspects, co-ordination and construction supervision
  2. Experience of firm in Lao PDR and/or in countries in the GMS sub-region;
  3. Demonstrate that the firm has experience of working with domestic consultants and in capacity building;
  4. Demonstrate that the firm can provide a team of experienced personnel who have worked on similar projects in developing countries in the fields of environmental monitoring, resettlement, social development, project co-ordination and construction supervision and could join with a domestic consultant to undertake the services which will be implemented over a 63 month period (including 48 months construction plus 12 months Defects Liability Period).

5. Submission of Expression of Interest must be received in sealed envelopes, forwarded by hand or sent under registered post to the address above at or before 16.00 hours on 11 July 2007. The Employer reserves the right to accept or reject late applications.

6. The Employer will not be responsible for any costs or expenses incurred by Consultants in the connection with the preparation or delivery of their Expressions of Interest.

7. Consultants will be advised in due course of the results of their submissions.
