Brief description of project:

The Project is designed to improve the health status and quality of life of the population of Mongolia. The Project has 4 components:

  1. strengthened health services;
  2. improved health care financing and health insurance;
  3. improved human resources development; and
  4. sector capacity development and management.

Component 1 will increase the coverage, access and utilization of health services, especially the mothers and children, the poor and other vulnerable groups and strengthen the delivery of quality primary and general care through soum health facilities and FGPs.

Component 2 will strengthen financial management system to improve efficient and effective use of health sector financial and related resources and strengthen the health insurance system.

Component 3 will strengthen human resources management sector-wide and further develop the incentives and motivation scheme for all health workers in the sector.

Component 4 will strengthen and integrate ongoing health sector reform using a Sector Wide Approach (SWAp) and establish an optimal public and private mix of health care services.

Brief Description of Goods and Related Services, Works or Consulting Services to be Procured:

ADB has approved the Government's request for advance contracting and retroactive financing to facilitate timely start-up of the Project and the timely identification of monitoring and evaluation indicators which include:

  1. recruitment of PIU staff;
  2. recruitment of 1 person-month of international and 2 person-months of national consulting services for the development of Project-specific indicators and a cost-effective and efficient monitoring and evaluation system.
The advance contracting will be undertaken in accordance with ADB's Procurement Guidelines and ADB's Guidelines on the Use of Consultants.
