Invitation for Expressions of Interest for Consulting Services for:

1. Scale Model study of Kota Fateh Khan proposed design (AHT-2007)
2. Detailed design of Kota Fateh Khan Dam

Country/Borrower: Pakistan

Title of Proposed Project: Barani Integrated Water Resources Sector Project

The Government of the Islamic Republic of Pakistan has applied for a loan from the Asian Development Bank to improve household income and health in the districts of Attock, Rawalpindi, Jehlum and Chakwal in the barani areas of Punjab province. These four districts were selected due to their high percentage of rainfed agriculture compared to other districts in the barani areas and their high potential for water storage development. The Project's outcome is to increase crops and livestock productivity and households' access to domestic water supply. This will be obtained from the conversion of 11,500 ha of rainfed agricultural land into irrigated land and the improvement of irrigation on 10,000 ha in existing systems. Two representatives' subprojects ("core subprojects") were selected to assess the Project's feasibility with regard to technical, social, financial and economic aspects as well as to social and environmental safeguards. ADB has approved the Government's request for advance contracting and retroactive financing to expedite project implementation to allow
  1. early commencement of a modeling study for testing sediment flushing and the detailed design for the first core subproject,
  2. early commencement of the social mobilization of feasibility studies of the 4 next subprojects, and
  3. early mobilization of national consultants.

The detailed design study will require a total of 34.5 person-months inputs from a team of national consultants as per attached list and general terms of reference. The selection will be based on full technical proposal using ADB's quality- and cost-based selection (QCBS) method.

The Scale model study will be implemented by the Punjab Research Institute and will require the provision of 1.5 person-months of a sedimentation/hydrologist specialist. The expert will be recruited as an individual consultant.
