Advance Action on Recruitment of ConsultantsCountry/Borrower: Pakistan Title of Proposed Project: National Trade Corridor Highway Investment Program Name and Address of Implementation Agency : Contact : Ijaz Ahmed Choudhry, General ManagerBrief Description of Project: National Trade Corridor Highway Investment Program (NTCHIP) aims to assist the Government of Pakistan in the implementation of its flagship initiative of improvement of the National Trade Corridor, approved by the Government in 2005. The objective of the NTCHIP is to develop and improve road connectivity along the main North-South national highway corridor connecting the port city of Karachi in the South with the border city of Peshawar in the North, and support construction of what is called as the National Trade Corridor (NTC). The road sector efficiencies will be linked to policy reforms and actions as identified and endorsed by the Government's reform agenda for NTC. Out of about 1900 km of the North-South corridor, the Government has requested ADB to assist on the construction and improvement of about 600 km of the selected highway sections under the NTCHIP. The consulting service for construction supervision is required to assist the National Highway Authority (NHA) in implementing the selected highway sections along the NTC.Brief Description of Consultant Services to be Procured: The Supervision Consultants' Teams will assist the PIU in the design review and construction supervision. The Consultant Teams will be headed by a Chief Resident Engineer, and composed of international and domestic experts. The consultant will provide independent teams for each civil works contract package headed by the respective Resident Engineers. Each team will report to the assigned Project Director/General Manager. All consultants financed under the loan will be selected and engaged using ADB's quality and cost-based selection (QCBS) procedures for recruiting firms under the full technical proposal (FTP) and ADB's procedures for recruiting consultants in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB on the engagement of domestic consultants.
