Brief Description of the Project:

Baiyin City (Baiyin) is a medium-sized city located in Gansu province. The city was established in 1950s under the planned economy mainly to support copper mining production. Baiyin used to be the top copper miner of PRC, accounting for one third of national production. After continued exploitation, the copper mines in Baiyin have been exhausted and abandoned. Mining of the other associated minerals is also on a declining trend, with closure projected in less than two decades. Baiyin is one of the 18 mining cities classified by the Government as resource-exhausted. Under the 11th Five Year Program (FYP) for 2006-2010, the Government has decided to provide special support, as a national priority, for these resource-exhausted mining cities to facilitate their economic transformation.

The impact of the Project will be sustainable and environmentally friendly urban development of Baiyin. The outcome of the Project will be the facilitated economic transformation and improved quality of life in Baiyin. The Project will provide support to facilitate the economic transformation in Baiyin by strengthening the urban services and infrastructures, and promoting capacity development. The Project has five components:
  1. Southern Baiyin Infrastructure,
  2. Baiyin Road Improvements,
  3. Pingchuan Road Improvements,
  4. Baiyin District Heating Services, and
  5. Capacity Development and Institutional Strengthening.
The Project is consistent with ADB's Urban Sector Strategy and the strategic focus of ADB operation in PRC as identified and discussed with the Government during the ongoing country partnership strategy consultation process.

Brief Description of Goods and Related Services, Works or Consulting Services to be Procured:

ADB has approved the Government's request for advance contracting and retroactive financing to expedite project implementation. Advance action will include recruitment of consulting services and procurement of goods and civil works. The issuance of invitations to bid or to pre-qualify under the advance contracting will be subject to ADB approval. All advance contracting will be undertaken in conformity with ADB's Procurement Guidelines or ADB's Guidelines on the Use of Consultants .
