Brief Description of the Project:

The Government of the Republic of Armenia has requested Asian Development Bank to help finance the cost of the North-South Road Corridor Development Program.

The North-South Road Development Program comprises a physical investment component and a nonphysical investment component. The physical investment component will construct and reconstruct north-south road corridor infrastructure and related border crossing facilities. The nonphysical investment component will support road sector policy and institutional reforms; improve road management and maintenance; and strengthen the sector's capacity for safeguard compliance, project monitoring, reporting, and evaluation.

The Tranche 1 Project will (i) reconstruct 18.4 km four-lane section of the Yerevan-Ashtarak road, (ii) improve road safety for the Yerevan-Ararat road, (iii) prepare design and bidding documents for tranche 2 and 3 projects, and (iv) help implement the road subsector plan under the Transport Sector Strategy.

Brief Description of Consulting Services and Works to be Procured:

ADB has approved the Government's request for advance contracting and retroactive financing to expedite project implementation. Advance contracting will include:

  • Civil works for Tranche 1 with estimated contract value of $41.3 million to be packaged into one contract and will be procured through international competitive bidding.
  • Consulting Services with estimated contract value of $4 million requiring (i) about 89 person-months international and 296 person-months of national consulting services to help design and supervise physical components of Tranche 1 Project and prepare Tranche 2 and 3 projects, and (ii) 32 person-months of international and 45 person-months of national consulting services to help implement the road subsector plan. Consulting firms will be selected based on CQS for detailed design and QCBS for other assignments. Full technical proposal will used for evaluating proposals for construction supervision and simplified technical proposal for implementing road subsector plan, both with 80:20 ratio quality-and-cost ratio.

Advance contracting will be undertaken in accordance with ADB's Guidelines for Procurement. and Guidelines on the Use of Consultants by ADB and its Borrowers.
