Advance Action on Procurement of Consulting Services for Construction Supervision, Monitoring and Evaluation

Country/Borrower: Republic of Armenia

Title of Proposed Project: Rural Roads Rehabilitation Project I

The Government of the Republic of Armenia (the Government) has applied for a loan from the Asian Development Bank (ADB) to finance high priority rural roads included in its Lifeline Roads Network Program (LRNP) which targets high priority rural roads totaling about 2,700 km. The Government has completed its preliminary feasibility studies on rural roads totaling about 260 km for financing from ADB. The proposed Project will be implemented in parallel to the rural road rehabilitation project totaling about 940 km financed by the Millennium Challenge Corporation of US, covering the first top priority roads with a total road length of 1,200 km. The Government intends to use part of the loan proceeds to finance consulting services for construction supervision, preparation of bidding documents, evaluation of bids, monitoring implementation of the different contracts. The consulting services are expected to start not later than the end of July 2007 and to be completed in 2011. Details of the terms of reference and the budget are available from the Ministry of Transport and Communication (MTC). MTC is the Executing Agency responsible for selecting and engaging the consultant in accordance with ADB's Guidelines on the Use of Consultants, and using the quality-and cost based selection (QCBS) method.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, experience in similar conditions, availability of appropriate skills, etc). Consultants may associate to enhance their qualifications with national consultants.

The consulting firm that has been engaged to prepare the terms of reference for such consulting services as a firm is ineligible for the services.

Expression of Interest must be delivered to the address below not later than 20 April 2007.
