Invitation for Submission of Expressions of Interest

Title of Proposed Project: Skills Development Project

Brief Description of the Project:

The People's Republic of Bangladesh is seeking a loan from the Asian Development Bank (ADB) to finance a project, the Skills Development Project (the Project), that will strengthen the capacity of the technical and vocational education and training (TVET) system to provide market-responsive, short-term skills training to more Bangladeshis, including those who have not completed Class VIII education. It is expected that the Project will increase the wage- and self-employment of graduates of skill training locally and internationally.

The Project will
  1. enhance the relevance of and access to TVET programs,
  2. improve the capacity for good quality TVET delivery,
  3. deliver relevant skills training, and
  4. carry-on project management responsibilities.
Towards enhancing the relevance of TVET, the Project will support the
  1. establishment of partnerships with industry;
  2. development of competency and training standards;
  3. development of curricula, teacher guides, and assessment tools; and
  4. capacity development in external competency assessment.

With a view to improving the capacity to deliver good quality training programs, the Project will assist in
  1. providing in-service training to government and nongovernment TVET teachers;
  2. revitalizing two public TVET teacher training institutions;
  3. strengthening the delivery of short training programs in selected public and private training institutions; and
  4. strengthening the capacity of the Directorate of Technical Education (DTE) for planning, research, and social marketing.
To increase the delivery of relevant skills training, the Project will support
  1. the delivery of skills training (market-responsive skills training) needed in the labor market, and
  2. the delivery of skills training in poor communities.

Consulting Services:

A total of approximately 85 person-months of international consultants and 224 person-months of national consultants will be required, with the consulting firm's services tentatively commencing in September 2008, for an estimated contract period of 48 months. The indicative budget for the consulting services recruited through a firm is $2,372,000.

The consulting firm will be selected and engaged in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers (February 2007), and using the Quality and Cost-Based Selection (QCBS) method with full technical proposal.

The Government has requested ADB to undertake, on behalf of the Government, all firm recruitment activities until the evaluation of the proposals. Contract negotiations, approval and signing of contracts will remain the Government's responsibility, with assistance from ADB as may be required.

Interested and eligible firms from ADB member countries are invited to submit EOIs including information which will demonstrate their capabilities and experiences that they are qualified to perform the required services not later than 26 May 2008 to the following address:
