Brief Description of the Project:

The Government of Georgia has requested Asian Development Bank to help finance the cost of Subregional Road Corridors Development Program.

The Program covers the following outputs:

  • The outputs of Project 1 (first tranche) of the Program will be (i) a new 2-lane bypass road of 28 km detouring Kobuleti and 6 km of expansion of existing 2-lane road to 4-lane between Kobuleti and Batumi, (ii) better asset management capacity of the Road Department (RD); and (iii) improved road safety. These will be achieved through 4 components: (i) construction of the bypass road; (ii) RD's capacity development; (iii) road safety enhancement; and (iv) project management support including detailed design and supervision consultancy.
  • Outputs for the second tranche project will be (i) a new 2-lane bypass road of 14 km detouring Batumi, (ii) strengthened asset management capacity of the Road Department; (iii) improved road safety; and (iv) feasibility study for the 3rd tranche project. These will be achieved through 4 components: (i) construction of the bypass road; (ii) capacity development of RD; (iii) road safety improvement; and (iv) project support including the feasibility study for the 3rd tranche project.

Brief Description of Consulting Services and Works to be Procured:

ADB has approved the Government's request for advance contracting and retroactive financing to expedite project implementation. Advance contracting will include:

  • Civil works with estimated contract value of $105 million.
  • Consulting Services for Detailed Design and Preparation of Bidding Documents for Tranche I and Tranche 2 using Quality Based Selection method ($3.5 million).
  • Consulting Services for Construction Supervision of Tranche I Project using Quality and Cost-Based Selection method ($4.3 million).

Advance contracting will be undertaken in accordance with ADB's Guidelines for Procurement. and Guidelines on the Use of Consultants by ADB and its Borrowers.
