Brief Description of the Project:
The Government of India has applied for a loan from ADB to help finance the cost of Assam Power Sector Enhancement Investment Program processed under the ADB's Multi-tranche Financing Facility (MFF).
The Program covers five components:
- Transmission of Clean Power: The component includes capacity addition in transmission lines, transformation capacities, reactive power compensation, communication system and refurbishment of existing substations to support the transmission of clean power into Assam. Under the Program, capacity of transmission lines will be expanded at 220 kV (365 km.) and 132 kV (242 km.) voltage levels. These lines would connect the newly proposed sub-stations and strengthen the transmission system network. Similarly, the capacity addition of transformation is expected through construction of 3 new 220/132 kV substations and 11 new 132/33 kV stations.
- Transmission and Distribution Loss Reduction: The component comprises transmission and distribution subcomponent respectively. The transmission component includes replacement of transformers, circuit breakers, relays and isolators and investment in reactive power compensation to reduce losses and improve quality of power. The distribution subcomponent includes adoption of high voltage distribution system (HVDS) and low tension (L-T)-less systems and installation of aerial bundled cable (ABC).
- Access to Power: The component includes construction of new substations, augmentation of existing substations and addition of new distribution lines. While the Government funded scheme, i.e. RGGVY focuses on increasing rural electrification, the new 33 kV lines and 33/11 kV substations that have been procured under the ADB loan would in effect complement the effort to improve access to power by providing electricity to fast growing areas in and around towns and other activity hubs. 27 new distribution sub-stations with augmentation of 18 existing sub-stations are planned.
- Distribution Franchising (PPP): The component include last-mile distribution lines, bulk metering and IT systems for billing and metering franchisees.
- Project Implementation Support: The component includes consultancy services to assist and advise ASEB in project implementation, supervision, and administration.
Brief Description of Goods and Related Services, or Works to be Procured:
ADB has approved the Government's request for advance contracting to expedite project implementation. Advance contracting will include: (i) preparation of tender documents, and (ii) evaluation of bids. The advance contracting will be undertaken in accordance with ADB's Guidelines for Procurement.
