Advance Action on Recruitment of Consultants

Title of Proposed Project: IND: Multitranche Financing Facility for the Orissa Integrated Irrigated Agriculture and Water Management Investment Program (P38411-01)

Invitation for Submission of Expressions of Interest (EOIs) for
Institutional Strengthening and Project Management Consultants

1. India is seeking a loan from the Asian Development Bank (ADB) to enhance productivity and sustainability of the existing major and medium irrigation schemes and community-based minor lift irrigation systems in the four northern river basins and a part of the Mahanadi River delta in Orissa state (the Program). The Program also aims to strengthen the institutional basis for participatory irrigation management (PIM) and integrated water resources management (IWRM) with management reforms and capacity strengthening of the relevant institutions. Activities will be financed through ADB's multitranche financing facility (MFF) and part of the proceeds will be applied for consulting services for institutional strengthening and project management (ISPM).

2. The ISPM component consists of subcomponents for
  1. institutional strengthening of PIM and IWRM; and
  2. project management operating through a multi-disciplinary program management unit (PMU) and the subproject implementation offices (SIOs).
3. The Government of Orissa's Department of Water Resources (DOWR) intends to engage an international consulting firm to assist with program implementation arrangements, particularly to support capacity gaps in delivering intended project outputs while institutionalizing the PIM process and supporting steps for IWRM. A PMU will be established within a PIM/Command Area Development directorate, which in turn is to be permanently set up in DOWR. The consultants are to assist the PMU with overall implementation activities that include, among others:
  1. Supporting the implementation of the relevant policy and institutional development actions and capacity development programs for PIM and IWRM;
  2. Supporting the necessary training programs for the Project staff and private providers;
  3. Preparing feasibility studies and endorsing subproject appraisal reports and safeguards documents;
  4. Guiding activities of SIOs on subproject planning, water user association (WUA) strengthening, program implementation, and operations and maintenance (O&M);
  5. Managing and guiding safeguards action plans and implementation; and
  6. Monitoring project progress and evaluating project benefits and social and environmental impacts with management information systems.
4. About 174 person-months (p-m) of international and 604 p-m of national consultants will be required, with the consulting firm's services tentatively commencing in July 2008, for an estimated contract period of 8 years.

5. The consulting firm will be selected and engaged in accordance with the Guidelines on the Use of Consultants by ADB and its Borrowers (February 2007), and using the Quality and Cost-Based Selection (QCBS) method with full technical proposal.

6. Interested and eligible firms from ADB member countries are invited to submit EOIs including information which will demonstrate their capabilities and experiences that they are qualified to perform the required services not later than 25 February 2008 to the following address:
