Advance Action on Recruitment of Consultants

Title of Proposed Project: IND: Multitranche Financing Facility for the Orissa Integrated Irrigated Agriculture and Water Management Investment Program (P38411-01)

Invitation for Submission of Expressions of Interest (EOIs) for
Nongovernment Organization Services for Social Mobilization of Water Users Associations

1. India is seeking a loan from the Asian Development Bank (ADB) to enhance productivity and sustainability of the existing major and medium irrigation schemes and community-based minor lift irrigation systems in the four northern river basins and a part of the Mahanadi River delta in Orissa state (the Program). The Program aims to strengthen the institutional basis for participatory irrigation management (PIM) and integrated water resources management with management reforms and capacity strengthening relevant institutions. Activities will be financed through ADB's multitranche financing facility (MFF) and part of the proceeds will be applied to engage the services of a nongovernment organization (NGO) to facilitate formation, mobilization, and institutional strengthening of Water Users Associations (WUAs).

2. As part of the Program's implementation arrangements, a program management unit (PMU) will be established within a PIM/Command Area Development directorate in the Government of Orissa's Department of Water Resources (DOWR). At the subproject level, the Program will be implemented through Subproject Implementation Offices (SIOs) that will function to
  1. rehabilitate and renew infrastructure for full functioning of the irrigation system; and
  2. establish self-sustaining WUAs capable of interacting with DOWR for the services they need, and fulfilling their own responsibilities.

3. To support the formation and institutional strengthening of WUAs and facilitation of program delivery for irrigation infrastructure and agriculture development, DOWR intends to engage an NGO (or group of NGOs) to provide expert services and community organizers to support the process. Covering 2 major and 3 medium schemes having a total command area of 61,200ha and 134 WUAs, the NGO will provide services for about 5 years starting in July 2008, with the provision of 5 participatory irrigation management (PIM) coordinators in 5 SIOs; up to 26 field experts in PIM, agriculture, and CAD/water management; and 76 community organizers. The NGO will:
  1. Effectively mobilize all WUA members to participate in the WUA activities;
  2. Promote active participation of WUAs in planning, implementation and monitoring of project activities; and
  3. Develop capacities of WUAs for their roles in: (a) operations and maintenance of minor irrigation canals, (b) effective water management, (c) promoting agricultural growth and sustainable livelihoods, and (d) resource mobilization and management
4. The NGO will be selected and engaged in accordance with the Guidelines on the Use of Consultants by ADB and its Borrowers (February 2007), and using the Quality and Cost-Based Selection (QCBS) method with full technical proposal.

5. Interested and eligible NGOs from ADB member countries are invited to submit EOIs including information which will demonstrate their capabilities and experiences that they are qualified to perform the required services not later than 25 February 2008 to the following address:
