Brief Description of the Project:

In November 2008, ADB approved the Investment Program to improve the 470-km highway sections in Zhambyl Oblast, through the multitranche financing facility in three tranches. The first tranche, approved in December 2008 for $340 million (Loan 2503-KAZ), consists of (i) reconstructing 125 km of highway sections km 404-km 483 and km 214-km 260 between Taraz and Korday in Zhambyl Oblast; and (ii) providing road operation and maintenance facilities.

Tranche 2 will (i) reconstruct 79 km of highway sections between km 310.5 and km 389.4 in Zhambyl Oblast; and (ii) construct road operations facilities in four sites. ADB will approve Tranche 2 for $187 million in October 2009. The Project implementation will run for 5 years until December 2014.

Brief Description of Works or Consulting Services to be Procured

ADB approved the Government's request for advance contracting for the Investment Program to expedite project implementation. Advance contracting for Tranche 2 will include:

  1. Civil works for three packages
    • CW1: km 310.5-358.6 using ICB ($109.8 million);
    • CW2: km 358.6-389.4 using ICB ($74.5 million), and
    • CW3: Road operation facilities in 4 sites using NCB ($10.5 million).
  2. Consulting Services for Construction Supervision using Quality and Cost-Based Selection method ($4.8 million)
Advance contracting will follow ADB's Guidelines for Procurement and Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers.
