Consulting Services for the Establishment of Credit Information Bureau

Title of Proposed Project: Private Sector Development Project (PSDP)

Brief Description of Project:

The Government of Maldives has applied for a technical assistance loan (TA Loan) from the Asian Development Bank for the development of micro, small- and medium enterprises (MSME) by way of enhancing access to finance, provision of business development services on a cost sharing basis and building the capacity to enable successful public-private partnership (PPP) projects. The Maldives Monetary Authority (MMA), which is the implementing agency of Component B, Subcomponent 2 Credit Information Bureau (CIB) of the TA Loan, is seeking a consulting firm who could provide international experience to assist with the establishment of a World 'best practice' CIB in terms of reciprocity, confidentiality, privacy principles and consumer rights.

Brief Description of Technical Works, Goods and Services to be Procured for the Establishment of Credit Information Bureau:

ADB has approved the Government's request for advance action to expedite project implementation. Advance action for procurement of consulting firms services will be subject to these being eligible according to agreed procedures, ADB's Procurement Guidelines and the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers (February 2007).

The consulting firm should be capable of delivering a scalable and modular credit reporting system, which would allow an attractively-priced state-of-the-art solution with the potential to be equipped with more sophisticated features in the subsequent phases of the project, in line with the market needs of the Maldives. The consulting firm must be able to demonstrate proprietary skills in the CIB services area, a proven track record in similar emerging markets and also deliver the vital mix of international know-how and local market support and knowledge. The selected consulting firm will be required to design, implement and provide for the on-going management of the technical solution and provide domain expertise to potential users of the system so as to optimize utilization and performance. The system desired would be capable of processing positive and negative data sourced from both banks and non-banking entities (leasing, public sector lenders, telecommunication companies, utilities, etc.) as members of the credit bureau.

The assignment will be phased as follows:

Phase 1 - will incorporate the development of the required technical infrastructure (database software, hardware, communications) required to operate the solution.

Phase 2 - will incorporate implementation requirements, loading member data, system testing, knowledge transfer, documentation etc.

Phase 3 - external training and outreach.

The consulting firm will be selected in accordance with the procedures set out in the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers (February 2007). The shortlist evaluation will be based upon some key information such as:
  1. Experience in development, customization, and implementation of a World-class credit information reporting solutions
  2. Experience in commissioning and operating Credit Information Bureaus
  3. Availability of technically qualified, competent personnel to undertake the work envisaged. (You may submit CVs of key personnel.)
Interested consulting firms must provide information to indicate their qualification to provide these services (brochures, description of similar assignments undertaken, experience in similar conditions, availability of appropriate skills and expertise among staff etc.). Consulting firms may associate with other consultants/consulting firms to enhance their qualifications.
