and Detailed Engineering Design of Kot Fateh Khan Dam

A. Background and Rationale
The Government of Pakistan has applied for a loan from the Asian Development Bank (ADB) for the cost of the Barani Integrated Water Resources Sector Project. The project includes the construction of dams and appurtenant structures the to increase water availability in the area. The site of Kot Fateh Khan (KFK) was selected as a representative dam for subproject development.
The project Kot Fateh Khan Dam site is situated on Dotal Kas , the tributary of sill river. The Dam site is at a distance of about 4 km from village Sihal of Tehsil Pindi Gheb, District Attock. Small Dams Organization carried primary feasibility during 2004-2005. It was proposed to build a concrete gravity dam with 28.75 cusecs channel to irrigate 4500 acres on gravity flow and 1500 acres through lift.
B. Scope of Work
The Punjab Irrigation and Power Department is looking for a local consulting firm (eventually in association with an international consulting firm) to provide the following services:
- Verify flushing efficiencies of KFK dam proposed design through a numerical model and following this first input;
- Produce the detail engineering design of KFK dam & carryout stability analysis.
C. Technical Expertise Required
The consultant selection shall be made on QCBS basis as per ADB's Guidelines on the Use of Consultants. The total consultancy services inputs shall be as follows:
International
- Hydraulic Engineer-Numerical Modeling Specialist [1 person-month]
National
- Hydraulic Engineer-Numerical Modeling Specialist [2 person-months]
- Principal Design Engineer/ Team Leader [1 person-month]
- Principal Hydrologist [1 person-month]
- Principal Hydraulic Structure Specialist [1 person-month]
- Geologist / Geotech Engineer [1 person-month]
- Seismic Impact Specialist [1 person-month]
- Economist [1 person-month]
- Draftsman/Autocad Technician [2 person-months]
- Quantity Surveyor [1 person-month]
- Computer operators [ 2 person-months]
D. EOI Submission & Evaluation Criteria
1. Domestic Consulting Firms with the requisite profile and experience must submit their EOIs with the following minimum information:
- legal entity, registration with Income Tax Department
- registration with relevant professional bodies supported by latest / updated renewal
- profile of core staff relevant to the assignment
- audited accounts for up to three years
- list of similar works (completed or in-hand) with Client, scope, cost of project, cost of consultancy and period details
- undertaking by the firm that it has not been black listed by any Government Agency/Authority
2. The EOIs submitted will be evaluated on the following criteria:
- Relevant Experience - 40%
- Technical Competence - 40%
- Management Competence - 10%
- Firm's Background - 10%
