Invitation for Submission of Expressions of Interest (EOI)
Consulting Services for Project Implementation
Country/ Borrower: Republic of the Philippines
Project: PHI: Philippine Energy Efficiency Project (Project No. 42001)
1. The Republic of the Philippines has applied a loan from the Asian Development Bank (ADB) towards the financing of the Philippine Energy Efficiency Project (The Project). This EOI invitation is for the project implementation consulting services (PICS) sub-component.
2. The Department of Energy (DOE) will be Executing Agency for the Project and the Implementing Agency will be the Project Management Unit- Philippine Energy Efficiency Project (PMU-PEEP). Under the Project, DOE will implement the following programs:
- Retrofit of Government Buildings
- National Residential Lighting Program
- Public Lighting Retrofit Program
- Energy Efficiency Testing and Lamp Waste Management
- Super ESCO (Energy Service Company)
- Efficient-Building Initiative
3. In order to implement the Project, DOE will engage the services of a multidisciplinary team of international (40 person-months) and national (87 person-months) project management consultants (PMC). The international consultants will have experience in (i) implementation of large-scale efficient lighting projects including commercial, residential, and public lighting; (ii) energy-efficiency testing of appliances and capacity building; (iii) lamp waste management technologies and operation; (iv) design and management of energy-efficiency funds; and (v) design and facilitation of efficient-building projects. The national consultants are expected to have (i) a good understanding of the energy sector in the Philippines, and (ii) expertise in the conduct of monitoring and verification of energy-efficiency projects including the conduct of consumer surveys. PMC will also provide on-the-job training to the DOE staff in technical, contract administration, and financial management. The consultant team will work closely with the EC2 Corporation, the Super ESCO, to be established as a PNOC subsidiary, so that the staffs are skilled to run operations of an ESCO business independently at the end of the consultancy period. 4. The consulting services are expected to be implemented over a period of 24 months.
5. On behalf of DOE, the project management unit now invites eligible firms to submit their expressions of interest (EOI) in providing these consulting services, supported by documents that demonstrate experience and capacity to provide the above services, and the following:
- List of similar assignments completed/undertaken in the last ten years, providing details of the client, country, source of funding, size, cost, years of services and description of services,
- Information regarding technical experts/personnel available,
- Present work load (amount and type of work, country and assignment and experts deployed),
- Any other details consultants deem fit to provide to enable the client to appreciate their relevant capability,
- Name, address, telephone and fax numbers,
- Structure and organization of the firm; and
- At least three references (names and contact information) of clients that can provide objective information on the success of the services they procured.
6. The main part of the EOI shall be a specific brief of not more than five (5) pages, to be sent by electronic mail to the address given below. The five pages shall comprise a brief presentation of the firm or association, including the points mentioned at para. 5 above. The same text, together with all other material shall be sent as hard copy to the address given below. Consultants are encouraged to provide only materials that are specific to the proposed services, and to avoid submitting generic promotional material. 7. The Consulting firms will be selected in accordance with Quality-and-Cost-Based Selection (QCBS) procedures set out in the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers (February 2007). Full technical proposals will be required.
8. The firms should engage well qualified national experts when available, and may be associated with other firms to enhance the value and quality of their services. The Association may take the form of a Joint Venture (with joint and severable liabilities of all partners) or a sub-consultancy. If consultants intend to associate with other firms, they should state in their EOI the composition and form of the association.
9. The deadline for the submission of EOI is 10 am (Manila Local time) on Monday, 23 February 2009 to the address below. All firms will be advised of the result of their EOI. Only firms that have been short-listed will be invited to submit a technical proposal. The names and addresses of short-listed firms will be published.
