Brief description of project:

The Project aims to finance construction of the missing link, a part of the east-west corridor 2 of Heilongjiang road network plan, starting from Yichun to the provincial border with Inner Mongolia. The Project will develop an improved provincial road network between Yichun-Nenjiang with (i) a 206 km expressway between Yichun and Wudulianchi, (ii) a 128 km upgraded class II road between Wudulianchi and Nenjiang, (iii) a 13 km class I road between Nenjiang and the provincial border with Inner Mongolia, and (iv) three class I and III branch roads with combined length of 4.3 km. The Project also includes: (ii) improvement of road maintenance management; (iii) improvement of rural bus services in Bei'an county and constructing and rehabilitating the 20 bus stations; and (iv) strengthening the institutional and staff capacity of the HPCD and relevant agencies of the province.

Brief Description of Civil Works and Consulting Services to be Procured:

As per the Government's request, and given the urgency of the Project, ADB approved the advance contracting of the civil works and recruitment of consultants. The Government was advised that ADB's approval of such advance contracting does not commit ADB to finance the Project.

International competitive bidding using the single stage: two envelopes mode of procurement will be used for all civil works contract packages. International and national consulting services will be recruited using quality and cost-based selection method for (i) construction supervision; (ii) improving road safety; (iii) improving road maintenance management; and (iv) implementing pilot project for rural bus service improvement. In addition, an international consultant will be recruited using single-source selection method to help the EA in introducing the new road asset management system. All advance contracting will be undertaken in conformity with ADB's Guidelines for Procurement and Guidelines on the Use of Consultants by ADB and its Borrowers.
