Brief Description of the Project:

The Project is the first ADB-financed municipal infrastructure and environmental management project in Xinjiang Uygur Autonomous Region (XUAR), to support environmentally sustainable economic growth and poverty reduction and facilitated regional trade between the PRC and the Central Asian republics (CARs). The Project consists of three components in Alashankou Land Port, Kanas Scenic Region, and Yining City, which are all located near northern and north-western XUAR bordering countries in Central Asia. The Project is aimed to strengthen cross-border trade, tourism development and economic growth to raise the living standards while protecting the environment of the people living and working in one of the most remote and poorest parts of the country. The Yining component seeks to improve the existing road infrastructure to assist commercial access to cross-border trade and improve urban living conditions; and expand roads and utility services into new development areas to support industrial activity, improve the local economy, and increase employment. The Alashankou component will develop first-time and upgrade existing infrastructure services to improve basic living conditions, encourage expansion of cross-border trade, expand the local economy, and protect the local environment from pollution. The Kanas component will provide first-time water supply, sanitation, solid waste management, and road network to develop its tourism and local economy, improve the living conditions and health of ethnic minorities, and protect the environment; the are includes a nationally designated top-ranking tourist sightseeing destination.

Brief Description of Goods and Related Services, Works or Consulting Services to be Procured:

ADB has approved the Government's request for advance contracting and retroactive financing to expedite project implementation. Advance contracting will include: (i) prequalification of contractors, (ii) preparation of tender documents, (iii) evaluation of bids, and (iv) recruitment consultant. The advance contracting will be undertaken in accordance with ADB's Procurement Guidelines and ADB's Guidelines on the Use of Consultants.
